المستخلص: يتعرض هذا البحث لتاريخ مجلس التخطيط في عام ١٩٦٢، ودوره في وضع الخطط التنموية ومتابعة تنفيذها بما يتناسب مع المرحلة الجديدة لدولة الكويت الحديثة بعد استقلالها، لذلك فهذه الدراسة تنتمي لفرع من فروع علم التاريخ لم يأخذ حقه بقدر مناسب، ألا وهو فرع تاريخ المؤسسات. وتبدأ هذه الدراسة بمبحث أول هو تمهيد للفترة السابقة للبحث، حيث يتناول ظهور مجلس الإنشاء ومساهمته في تحديث وتطوير دولة الكويت قبل الاستقلال، ثم دوافع تحول هذا المجلس إلى مجلس للتخطيط يتولى تقديم الخطط الإنمائية للدولة بشكل أوسع في مرحلة بعد الاستقلال، أما المبحث الثاني والثالث فيتناولان طبيعة تشكيل مجلس التخطيط وفقا للمرسوم الأميري رقم ٥٦ لعام ١٩٦٢ والمتضمن أعضاء هذا المجلس واختصاصاته، والهيكل الإداري واللائحة الداخلية لمجلس التخطيط، بينما تتعرض مباحث الدراسة الأربع المتبقية (٤- ٧) لأهم إنجازات مجلس التخطيط: فالمبحث الرابع يناقش ميزانية الدولة لستة 1963/ 1964 والخطة الخمسية للدولة اعتبارا من عام ١٩٦٦ ثم البرنامج الاستثماري لهذه الخطة، أما المبحث الخامس فيعرض وضع الإحصاءات الحديثة، والمبحث السادس يتناول مشروعات القوانين التي ناقشها المجلس كقانون المناقصات وقانون الصناعة، بينما المبحث السابع يتناول الخدمات الاجتماعية. وتعرض الخاتمة لأهم النتائج التي تمخضت عنها هذه الدراسة. وهذه الدراسة دراسة وثائقية، إذ تعتمد بنسبة ٩٠% على محاضر مجلس التخطيط بالإضافة لبعض المصادر الأخرى، واستخدم المنهج الوصفي التحليلي في دراستها.

This research deals with the history of the Planning Council in 1962, and its role in setting development plans and following up their implementation in line with the new phase of the modern state of Kuwait after its independence. Therefore, this study belongs to a branch of history that did not take its right to an appropriate extent, which is history of institutions. This study begins with a first topic that deals with the emergence of the construction council and its contribution to the modernization and development of the State of Kuwait before independence, then the motives for turning this council into a planning council that undertakes to present the development plans of the state more broadly in the post-independence stage, while the second and third topics deal with the nature of the formation of the Planning Council in accordance with Emiri Decree No. 56 of 1962, which includes the members of this council and its competencies, the administrative structure and the internal regulations of the Planning Council, while the remaining four sections (4-7) are exposed to the most important achievements of the Planning Council: The fourth topic discusses the state budget for the year 1963/1964 and the plan, the five-year period for the state starting in 1966, then the investment program for this plan. The fifth topic presents the status of modern statistics. The sixth topic deals with the draft laws discussed by the council, such as the tender’s law and the industry law. While the seventh topic deals with social services. The conclusion presents the most important results of this study. This study is a documentary study, as 90% depends on the records of the Planning Council in addition to some other sources, and the descriptive analytical method was used in its study.
