|a تهدف هذه المقالة إلى توضيح أن الهدف الأساسي من الانتخابات المحلية هو تكريس سيطرة النخب القديمة على السلطة بواسطة نظام التصويت الذي يساهم في تجديد انتخابها، إلا أن هذه الأخيرة تواجه آثار ضعف الأنظمة التشاركية وتركيز السلطة الجبائية في أيدي الدولة مما يعيق نجاح مهمتها المتعلقة بالتنمية الإقليمية.
|b This article aims to demonstrate that if the primary issue of local elections is longevity in power accentuated by the voting system which serves above all for the renewal of the former elites, these are faced with the effects of the weakness of participatory systems and the concentration of fiscal power in the hands of the State, hence the questioning of their mission of territorial development.
|d Cet article vise à démontrer que si l’enjeu primordial des élections locales est la longévité au pouvoir accentuée par le mode de scrutin qui sert surtout à la reconduction des anciennes élites, celles-ci se trouvent confrontées aux effets de la faiblesse des dispositifs participatifs et de la concentration du pouvoir fiscal entre les mains de l’Etat d’où la remise en cause de leur mission de développement territorial.
