The conceptions of development, which prevailed until the 1980s, couldn’t t create the conditions for economic and social development, on the contrary, they aggravated social and spatial inequalities both at the global level and at the local level. Thus, the solutions conveyed by liberal approaches, essentially macro-economic, have shown their limits and hardly seem to provide innovative answers to development issues. It’s in this context that Morocco embarked in the early 1990s on a new territorial conception of development. This new conception has resulted in several constitutional and institutional reforms that have established local governement as the main actor in territorial development by giving them ever wider powers and responsibilities. This article aims to present this new conception of development which is based on new concepts and new approaches by answering the following questions: To what extent can territorial governance be an essential lever for territorial development? What are the foundations of this new conception? What are its objectives? What is the role of local actors? What are the contributions and the limits of this conception?
