|a يعاني النظام السياسي في العراق من تعاظم سلطة الأحزاب السياسية وهيمنتها على مفاصل الدولة، ومؤسساتها السياسية والإدارية، مما جعل النظام السياسي في حالة انسداد وعاجز عن التجديد والتطور بسبب إعادة إنتاج شكلي لشخصيات النخبة السياسية الحاكمة بعد كل انتخابات برلمانية وأصبح أشبه بالنظام البيروقراطي المغلق، ونجد أن ازدياد حالة الصراع بين الأحزاب الحاكمة على مناطق النفوذ والسيطرة، هو ما يحول من دون إنجاز عملية التحول الديمقراطي التي تتطلب وجود الاستقرار السياسي، وأوضاع اقتصادية واجتماعية ملائمة أو نخب سياسية متصالحة تتبنى عملية الانتقال، مما يؤشر وجود خلل بنيوي ناجم عن طبيعة التفكير السياسي لصانع القرار، ورؤيته للسلطة، وعجز النخب الفكرية والسياسية والقانونية عن معالجة أزمات النظام السياسي.
|b The political system in Iraq suffers from the growing power of political parties and their dominance over the joints of the state, and its political and administrative institutions, which made the political system in a state of obstruction and incapable of renewal and development due to a formal reproduction of the figures of the ruling political elite after each parliamentary elections and became more like a closed bureaucratic system, and we find that The increasing state of conflict between the ruling parties over areas of influence and control, which prevents the completion of the process of democratic transition that requires political stability, appropriate economic and social conditions or reconciled political elites adopting the transition process, which indicates the existence of a structural defect resulting from the nature of the political thinking of the decision maker. His vision of power, and the inability of the intellectual, political and legal elites to address the crises of the political system.
