المستخلص: تناولت هذه الدراسة واقع تطبيق التعليم عن بعد بالجامعات السودانية وفقا للمعايير العالمية (جامعة السودان المفتوحة- أنموذجا)، ترتبط مشكلة هذا البحث بمدى تطبيق المعايير العالمية للتعليم عن بعد، فالجامعات السودانية التي تطبق برامج التعليم عن بعد لا تضع للمادة الدراسية والمذكرات وكيفية تقويم الطلاب والنظم الإدارية وإجراءات القبول والتسجيل معايير وضوابط ومقاييس تتوافق وتتماشى مع المعايير العالمية، فما يزال البون شاسع بين الواقع وبين ما يجب أن يكون عليه وضع التعليم عن بعد في كافة برامجه الأكاديمية والإدارية والفنية، كما ترتبط مشكلة هذا البحث بمفهوم التقنيات التربوية باعتبار أن التعليم عن بعد أحد التجديدات التربوية التي تشكلت معالمها الحديثة على ضوء هذه التقنيات، حيث يتسع هذا المفهوم فيشمل الأساليب والنظم والبرامج القادرة على إحداث التطور المطلوب في نظم التعليم التقليدية، يكتسب البحث أهميته من طبيعة الموضوع نفسه، فالتعليم عن بعد رغم قدمه بحكم النشأة والتطور في الحقل التربوي إلا أنه جديد على مؤسسات التعليم العالي في السودان، يهدف هذا البحث إلى التعرف على مدى مطابقة المادة الدراسية الحالية في برامج التعليم عن بعد للمعايير العالمية من حيث الحداثة، كما يهدف إلى التعرف على جودة المذكرات الدراسية من حيث الطباعة ونوعية الأوراق ومدى مطابقتها لمعايير الجودة الشاملة، انحصرت حدود الدراسة الميدانية في ولاية الخرطوم وعلى هذا الأساس تم اختيار طلاب التعليم عن بعد بجامعة السودان المفتوحة باعتبارهم المجموعة المستهدفة، أتبع الباحث المنهج الوصفي مستخدما الاستبانة كأداة، أظهرت نتائج الدراسة أن الرسوم المقررة باهظة مما ينفر الطلاب من برنامج التعليم عن بعد. وإن هنالك علاقة بين الطلاب والمادة الدراسية المقررة عليهم مما أسهم في تقبلهم لها، كما أظهرت نتائج الدراسة جودة طباعة المذكرات الدارسة مما زاد في حبهم وشغفهم لها، كما أظهرت نتائج الدراسة التزام الإدارة بضوابط الامتحانات مما يؤكد جودة برنامج الامتحان أمام الطلاب. على ضوء هذه النتائج تقدم الباحث بتوصيات هي وضع خطط لتطوير المقررات الدراسية وفق منهجية منظمة ومحكمة، الاهتمام بالهياكل والنظم الإدارية في وحدات التعليم عن بعد بالجامعات السودانية، الاهتمام بالمذكرات الدراسية تصميما وطباعة وإخراجا فنيا.

This study deals with the reality of applying distance education in accordance with international standards in Sudanese universities (Sudan Open University as a model). The problem of this research is related to the extent of application of international standards for distance education. Acceptance and registration standards, controls and measures that are consistent and in line with international standards, There is still a wide gap between reality and what should be the status of distance education in all its academic, administrative and technical programs, and the problem of this research is related to the concept of educational technologies, considering that distance education is one of the educational innovations whose modern features were formed in the light of these technologies, where This concept broadens to include methods, systems and programs capable of bringing about the required development in traditional education systems, The research acquires its importance from the nature of the subject itself. Distance education, despite its old age by virtue of its emergence and development in the educational field, is new to higher education institutions in Sudan. This research aims to identify the extent to which the current academic subject in distance education programs matches international standards in terms of modernity It also aims to identify the quality of the study notes in terms of printing, the quality of the papers and the extent of their conformity with the comprehensive quality standards, The limits of the field study were confined to the state of Khartoum and on this basis, distance education students at Sudan Open University were selected as the target group. The researcher followed the descriptive approach using the questionnaire as a tool. The results of the study showed that the prescribed fees are exorbitant, which alienates students from the distance education program. And that there is a relationship between the students and the course assigned to them, which contributed to their acceptance of it, and the results of the study showed the quality of printing study notes, which increased their love and passion for it, The results of the study also showed the administration’s commitment to exam controls, which confirms the quality of the exam program for students. In light of these results, the researcher made recommendations which are to develop plans to develop curricula according to an organized and tight methodology, to pay attention to administrative structures and systems in remote education units in Sudanese universities, to pay attention to study notes in design, printing and technical production.
