المستخلص: تمثلت مشكلة الدراسة في إن التطور الذي تعيشه الأسرة الدولية وبصفة خاصة منذ نهاية الحرب الباردة حتى الآن جعل من إرهاب الدولة أحد العناصر الأساسية في دينامية التعامل الدولي المعاصر، مما أدى لظهور مجموعة من المتغيرات الدولية التي تتعلق بخصائص المجتمع الدولي المعاصر، ومنها ما يعود إلى خصائص الإرهاب ذاته كأداة من أدوات العمل السياسي. نبعت أهمية الدراسة من خلال بيان حقيقة وتبرئة الساحة من التجنيات والاتهامات التي طالت الأديان والثقافات والحضارات وإلصاق ظاهرة الإرهاب الدولي بثقافة أو دين معين. هدفت الدراسة إلى توضيح مفهوم الإرهاب الدولي. تحديد أبرز العوامل المؤدية إلى ارتكاب جريمة الإرهاب الدولي. تحديد أبرز العوامل المردية إلى ارتكاب جريمة الإرهاب الدولي وتطورها التاريخي وأشكالها. تشخيص آثار الإرهاب الدولي وانعكاساته وتداعياته على الأمن والسلم الدوليين. اتبعت الدراسة المنهج الوصفي والتاريخي. خلصت الدراسة إلى العديد من النتائج أهمها أن للإرهاب تأثير سلبي كبير على حقوق الإنسان حيث يستغل كثير من الدول والحكومات قضية حقوق الإنسان لمحاربة الإرهاب والعكس صحيح حيث يستغل الإرهاب بقصد المحافظة على حقوق الإنسان مما انعكس سلبا بالنهاية على الإنسان وحقوقه. إن الإجراءات الأمنية العسكرية وحدها لا يمكن أن تخفف الإرهاب بل يجب البحث عن الأسباب المهيأة للإرهاب لأن الإرهاب يتناسب عكسيا مع العدالة وعلى كافة المستويات. أوصت الدراسة بأنه على جميع دول العالم أن تبذل قصارى جهدها مستغلة الإمكانيات الإعلامية العالمية في تعريف العالم أجمع بأن الديانات تدعو إلى الرحمة والتسامح والمودة والاعتدال والوسطية واحترام الآخر وتنهى عن القتل والتدمير والتخريب والأذى.

The problem of the study is that the development experienced by the international community, especially since the end of the Cold War and up to now, has made state terrorism one of the basic elements in the dynamics of contemporary international dealings, which has led to the emergence of set of international variables related to the characteristics of the contemporary international community, including those related to the characteristics of terrorism itself as a tool of political action. The importance of the study stemmed from stating the truth and clearing the scene from the accusations and accusations that affected religions, cultures, and civilizations, and attributing the phenomenon of international terrorism to a specific culture or religion. The study aimed to clarify the concept of international terrorism. Determine the main factors leading to the commission of the crime of international terrorism. Diagnosis the effects of international terrorism, its repercussions and repercussions on international peace and security. The study followed the descriptive and analytical approach. The study concluded with many results, the most important of which is that terrorism has a great negative impact on human rights, as many countries and governments exploit the issue of human rights to fight terrorism and vice versa, as they exploit terrorism with the aim of preserving human rights, which has negatively affected people and their rights. Military security measures alone cannot reduce terrorism. Rather, we must search for the predisposing causes and sources of terrorism, and work to dry up these sources, the most prominent of which is the provision of real social and democratic justice for peoples because terrorism is inversely proportional to justice and at all levels. The study recommended that Arab and Islamic countries Kassari is making every effort, using the global media capabilities, to inform the whole world that the Islamic religion is a religion that calls for mercy, tolerance, affection, moderation, moderation and respect for the other and forbids killing, destruction, sabotage and harm. For people who enjoin good and forbid evil.
