المستخلص: تعتبر المواطنة فكرة اجتماعية وقانونية وسياسية ساهمت في تطور المجتمع الإنساني بشكل كبير بجانب الرقي بالدولة إلى المساواة والعدل والإنصاف، وإلى الديمقراطية والثقافية، وإلى الشراكة وضمان الحقوق والواجبات. وعليه؛ فهي ذات أهمية بمكان لأنها: تعمل على رفع الخلافات والاختلافات الواقعة بين مكونات المجتمع والدولة في سياق التدافع الحضاري، وتذهب إلى تدبيرها في إطار الحوار بما يسمح من تقوية لحمة المجتمع وتعلق المواطن بوطنه ودولته، وتدفعه إلى تطوير مجتمعه عامة ووطنه خاصة والدفاع عنه أمام الملمات المختلفة. فـــ (تفعيل حق المواطنة في المجتمع هو الآلية الناجعة للحد من الفتن والصراعات الطائفية والعرقية والجنسوية في أي مجتمع... على قاعدة المساواة وعدم التمييز). (فالمواطنة كمبدأ ومرجعية دستورية وسياسية، لا تلغي عملية التدافع والتنافس في الفضاء الاجتماعي، تضبطها بضوابط الوطن ووحدته القائمة على احترام التنوع وليس على نفيه، والساعية بوسائل قانونية وسلمية للإفادة من هذا التنوع في تمتين قاعدة الوحدة الوطنية. بحيث يشعر الجميع بأن مستقبلهم مرهون بها، وأنها لا تشكل نفيا لخصوصياتهم، وإنما مجال للتعبير عنها بوسائل منسجمة وناموس الاختلاف وآفاق العصر ومكتسبات الحضارة. ولا يكتمل مفهوم المواطنة على الصعيد الواقعي، إلا بنشوء دولة الإنسان. والتي تحفظ للمواطن حقوقه المختلفة وتوجب عليه واجبات تجاه دولته، بمعنى أنها تحفظ على الدولة حقوقها تجاه المواطنين. وتؤدي إلى الرفع من الثقة لدى المواطن والدولة في تجاه أحدهما للآخر، بما يحقق لحمة النسيج الاجتماعي للمجتمع، ويؤدي إلى شراكة في تنمية المجتمع من خلال المواطن والدولة في نفس الوقت؛ تضمن المساواة والعدل والإنصاف بين المواطنين أمام القانون وخدمات المؤسسات، وأمام الوظيفة العمومية والمناصب في الدولة، وأمام المشاركة في المسؤوليات على قدم ومساواة، وأمام توزيع الثروات العامة، وكذلك أمام الواجبات من دفع الضرائب والخدمة العسكرية والمحافظة على الوطن والدفاع عنه... فــ (المواطنة هي الحق الفردي لكل أبناء الوطن في تقرير مصير الوطن، والتمتع بكل خيراته).

(Citizenship as a constitutional and political principle and reference does not eliminate the process of stampede and competition in social space, controlled by the controls of the nation and its unity based on respect for diversity and not on its denial, and seeking legal and peaceful means to benefit from this diversity in strengthening the rule of national unity So that everyone feels that their future depends on them, and that they do not constitute a denial of their privacy, but an area to express them by harmonious means, the law of difference, the prospects of the times and the gains of civilization. The concept of citizenship is not complete at the realistic level, Except with the emergence of the human state. Which preserves the citizen's different rights and requires duties towards his state, in the sense that it reserves the state's rights towards citizens. It increases the confidence of the citizen and the State towards each other, thereby achieving the cohesion of the social fabric of society and leading to a partnership in the development of society through both the citizen and the State; Ensures equality, justice and equity between citizens before the law and the services of institutions, in front of the public service and positions in the state, in the face of participation in responsibilities on an equal footing, in the face of the distribution of public wealth, as well as in the face of duties of paying taxes and military service and preserving and defending the homeland ... Citizenship is the individual right of all citizens to determine the destiny of the country and enjoy all its bounties.
