المستخلص: يسعى البحث لطرح استراتيجية متكاملة وموحدة قابلة للتطبيق على مستوى الجامعات المصرية، تهدف لخلق بيئة جامعية رقمية متكاملة تستند على بنية تحتية وتقنية ملائمة، بالإضافة إلى وضع نظام رقمي متكامل من خلال تطوير (الموقع الإلكتروني) للجامعة، حيث لا تخلو جامعة من الجامعات المصرية من وجود (موقع إلكتروني) لها، ليتم من خلاله إجراء جميع المعاملات الرقمية بين كافة قطاعات الجامعة من خلال شبكة واسعة من الصفحات الإلكترونية المترابطة والموثقة بالأدلة والشواهد والصور لكافة المعاملات المتعلقة (الإدارة، التدريس، الإرشاد الأكاديمي، التسجيل والقبول، التدريب، الاختبارات، التقويم، تقييم الأداء الوظيفي، التطوير المهني لمنسوبي الجامعة، المصادر المكتبية، البحث العلمي، خدمة المجتمع، الخريجين،....) ليكون الموقع الإلكتروني بذلك منظما ومقننا وموثقا لجميع معاملات الجامعة فيصبح هو القاطرة نحو تأهل كامل الجامعة بكلياتها ووحداتها.. للتقدم للاعتماد الأكاديمي المؤسسي. وقد سلك البحث في سبيل ذلك المنهج الوصفي في إنجاز خطواته من خلال ما يلي:- أولا:- تطوير التشريعات والنظم والقوانين المرتبطة بالتحول الرقمي، حيث اقترح تأكيد دور لجان القطاعات التعليمية بالمجلس الأعلى للجامعات في إعادة النظر في التشريعات الخاصة بتطوير القطاع المعني في ضوء العمل على تقليل الفجوة بين مستوى الخريجين واحتياجات سوق العمل لإصلاح وتحسين مخرجاته، ثم يأتي دور الجامعات المصرية في قيام كل جامعة بإعداد لائحة جامعية موحدة تعمل بنظام الساعات المعتمدة تنظم من خلال العمل بكافة كلياتها وفي ضوء ما تراه لجان قطاعات التعليم المختلفة، كما يلزم إعادة النظر في بعض بنود مواد قانون تنظيم الجامعات المصرية الحالي خاصة المتعلقة بالتحول الرقمي واستحداث مواد قانونية جديدة بما ييسر سبل التطوير المنشودة. ثانيا:- تطوير البنية التحتية والتقنية بالجامعة حيث تعرض البحث فيها لضرورة توفر بنية تحتية ملائمة ومساعدة على التحول الرقمي، سواء أكانت "مادية أو تقنية"، والأولى تعني "الأبنية الذكية" أما الثانية فيقصد بها نظم الميكنة التي تعتمد على الذكاء الصناعي والتي تتحكم في إدارة وتشغيل كافة المعاملات الجامعية. ثالثا:- رؤية مقترحة لتطوير الموقع الإلكتروني الجامعي كمنطلق للتحول الرقمي بالجامعات المصرية من خلال إعداد نموذج استرشادي موحد لخريطة الموقع الإلكتروني الجامعي المقترح تسترشد بها كافة الجامعات المصرية في تطوير مواقعها الإلكترونية بهدف الرقمنة الشاملة لكافة المعاملات بالجامعات المصرية ليكون التفعيل الكامل للمواقع الجامعية هو المحرك الرئيسي والمعتمد لجميع الأعمال المتعلقة بالجامعة. رابعا:- الاعتماد الأكاديمي لكامل الجامعة المصرية، إذ في ضوء هذا النظام الموحد والمتكامل لعمل الجامعة بنظام مكينة متكامل لكافة أعمال الجامعة وكلياتها المختلفة، والذي يتيح توثيق كافة أعمال الجودة إلكترونيا مدعومة بالأدلة والشواهد والصور الموثقة لكافة معاملات قطاعاتها، يمكن للجامعة ككل التقدم للاعتماد الأكاديمي من الهيئة القومية للاعتماد الأكاديمي. وأخيرا عرض البحث عدد من التوصيات أملا في أن تأخذ حظها من الاهتمام والدراسة.

The research seeks to present an integrated and unified strategy that is applicable to Egyptian universities, aiming at creating an environment of digital integrated university that is based on appropriate infrastructure and technology, in addition to putting an integrated digital system through the development of the university's website, as there is no university in Egypt that does not have a website. Through it, all digital transactions will be conducted between the university's sectors through wide networks of interconnected and documented electronic pages, with evidence and pictures of the transactions related to (administration, teaching, academic guidance, registration and admission, training, and exams, assessment, job performance evaluation, career development for university staff, office resources, scientific research, community service graduates-----),The website is thus organized, documented and persuasive for all university transactions, and it becomes the locomotive towards the qualifications of the whole university in its colleges and units to apply for institutional Academic Accreditation. Research has taken that descriptive approach by putting its steps through the following -: Firstly:- Developing the legislation, regulations and laws associated with digital transformation, where it was suggested to emphasize the role of educational sector Committees at the higher Council of Universities in reviewing the special legislation of developing the concerned sector considering the work to reduce the gap between the level of graduates and the needs of the market to repair and improve the outputs. Then, the role of the Egyptian universities come to prepare unified university regulations which work by the system of credit hours, through which it organizes work at the level of its faculties. There is also a need to review some of the provisions of the current Egyptian universities' organization Act, especially that are related to the digital transformation and the development of new legal materials to facilitate the desired means of development.

Secondly:- Developing technology and infrastructure in the university, where research on it has presented the need for an appropriate infrastructure and the digital transformation, whether it's "material or technical". The first means "smart buildings." The second is a mechanical system that relies on the artificial intelligence that controls the management and operation of all the University transaction. Thirdly:- Proposed vision for university website development as a starting point for digital transformation in the Egyptian universities by preparing a unified proposed guide for the website map of the university to guide all Egyptian universities for developing their websites with the aim of comprehensive digital transformation of all the transactions at universities to make the full activation of university sites the main and approved engine for all work related to the university. Fourthly:- The academic accreditation of the whole Egyptian universities, as it is in the light of this unified and integrated system to make the university work with a mechanical and integrated system for all the university works and its various faculties, which allows for the documentation of all quality works electronically supported by evidence, and documented images of the transactions of their sector, the university can apply for academic accreditation from the National Authority for Academic Accreditation. The research has finally presented a set of results and has also made several recommendations in the hope that it will be noted of interest and study.
