المستخلص: هدفت الدراسة إلى تعرف درجة إسهام الإدارة المدرسية في حل مشكلات (التنظيمية والبيئية والمالية) التي تواجه تطبيق برامج رعاية الموهوبين والمتفوقين بمدارس الملك عبد الله الثاني للتميز في المملكة الأردنية الهاشمية وتكون مجتمع الدراسة من جميع قادة ومساعدي مدارس الملك عبد الله الثاني للتميز بمدارس الملك عبد الله الثاني للتميز. والبالغ عددهم (36) قائدا ومساعدا تم توزيع الاستبانات عليهم بأسلوب الحصر الشامل فكانت الاستبانات الراجعة (34) استبانة وتمثلت أداة الدراسة في استبانة مكونة من ثلاثة محاور تقيس المشكلات (التنظيمية والبيئية والمالية) تضمنت (41) فقرة تم التأكد من صدقها وثباتها وكانت أهم نتائج الدراسة أن درجة إسهام الإدارة المدرسية في حل المشكلات التي تواجه برامج رعاية الموهوبين والمتفوقين متوسطة وجاء إسهام الإدارة المدرسية في حل المشكلات بمجال المعوقات البيئية بالرتبة الأولى بدرجة متوسطة ثم بمجال المعوقات التنظيمية بدرجة متوسطة ثم المعوقات المالية بدرجة منخفضة وظهرت فقرة واحدة لإسهام الإدارة المدرسية في حل المشكلات التي تواجه برامج رعاية الموهوبين والمتفوقين بمجال المعوقات التنظيمية بدرجة كبيرة وهي "ضعف التنسيق بين إدارة المدرسة وإدارة الموهوبين" بينما ظهرت (16) فقرة بدرجة متوسطة أبرزها "ضعف مشاركة الطلبة الموهوبين في البرامج المسائية وجاءت ستة فقرات بدرجة منخفضة منها "قلة الدورات التدريبة المقدمة لقيادات مدارس التميز ومقاومة قيادات مدارس التميز المدرسية للأفكار الإبداعية في تدريس الطلبة وضعف تطبيق أساليب التدريس الإبداعية للطلاب الموهوبين بالمدرسة وحصص الموهبة لا تكفي لتنفيذ برامج رعاية الموهوبين والمتفوقين وقلة أعداد قيادات مدارس التميز وتأخر تطبيق نظام التسريع للطلبة الموهوبين. وظهرت فقرة واحدة لإسهام الإدارة المدرسية في حل المشكلات التي تواجه برامج رعاية الموهوبين والمتفوقين بمجال المعوقات البيئية بدرجة كبيرة وهي "عدم توفر شبكة إنترنت لبرامج رعاية الموهوبين والمتفوقين ليستفيد منها الطلبة الموهوبين" بينما ظهرت (7) فقرات بدرجة متوسطة أبرزها "رداءة التكييف والإضاءة في مقر الموهوبين بالمدرسة بينما جاءت ثلاث فقرات بدرجة منخفضة" عدم تهيئة مكتبة خاصة تضم بعض الكتب المتخصصة في مجال الموهبة ومساحة مقر برنامج رعاية الموهوبين لا يتناسب مع أعداد الطلبة وتصميم البناء ومرافقه لا يتناسب مع تنفيذ برامج رعاية الموهوبين والمتفوقين. وظهرت فقرتين لإسهام الإدارة المدرسية في حل المشكلات التي تواجه برامج رعاية الموهوبين والمتفوقين بمجال المعوقات المالية بدرجة متوسطة وهما "تدني الاهتمام بأعداد الميزانية اللازمة لبرامج رعاية الموهوبين والمتفوقين وقلة المخصصات المالية لمتطلبات برامج رعاية الموهوبين والمتفوقين بينما جاءت بقية الفقرات بدرجة منخفضة" عدم تقديم دعم مالي لتطوير منتجات وأعمال الطلبة الموهوبين وتدني الحوافز المالية للطلبة الموهوبين وعدم دعم القطاع الخاص والمؤسسات الخارجية لبرامج رعاية الموهوبين والمتفوقين وعدم تقديم حوافز مالية لقيادات مدارس الملك عبد الله الثاني للتميز وقلة المنح الدراسية المخصصة للطلبة الموهوبين. وكانت أبرز التوصيات: إعادة النظر في قواعد اختيار قادة المدارس بناء على الممارسات التي ينبغي توافرها وممارستها لحل المشكلات التي تواجه تنفيذ برامج رعاية الموهوبين والمتفوقين وإلحاق المساعدين والقيادات بدورات تدريبية مكثفة بمجال رعاية برامج الموهوبين والمتفوقين بحيث تغطي الموضوعات والمهارات والكفايات اللازمة امتلاكها من قبل قائد مدارس التميز لرعاية برامج الموهوبين والمتفوقين والتغلب على المعوقات التي تواجهها.

The school administration’s contribution to solving the problems facing the gifted and talented programs in King Abdullah Schools for Excellence from the point of view of leaders and assistants. The study aimed to identify the degree of the school administration’s contribution to solving (organizational, environmental and financial) problems facing the implementation of programs for gifted and talented students in King Abdullah Schools for Excellence in the Hashemite Kingdom of Jordan, and the study community consisted of all leaders and assistants The number of (36) leaders and assistants was distributed through the comprehensive inventory method, so the return questionnaires were (34) questionnaires. The most important results of the study are the degree of the school administration’s contribution to solving the problems facing the gifted and talented programs is medium, and the school administration’s

contribution in solving problems came in the field of environmental constraints with a medium degree, then in the field of organizational obstacles with a medium degree, then financial obstacles with a low degree. School in solving the problems facing gifted programs in the field of organizational obstacles to a large extent, namely, "poor coordination between the school administration and the gifted administration," while (16) items with a medium degree appeared, the most prominent of which is "the weak participation of gifted students in evening programs, and six items came at a low level, including" few "Training courses provided to schools of excellence leaders, resistance of school leaders of excellence to creative ideas in teaching students, and weak application of creative teaching of gifted students in the school, the talent classes are not sufficient to implement the gifted programs, the lack of numbers of leaders of schools of excellence, and the delay in implementing the acceleration system for gifted students. One item appeared for the school administration’s contributions in solving the problems facing the gifted programs in the field of environmental constraints to a large extent, namely, "the lack of an internet network for gifted programs for the gifted students to benefit from" while (7) items appeared with a medium degree, most notably "the poor air conditioning and lighting in the gifted headquarters in the school. While three items came with a low score, "Not preparing a special library that includes some books specialized in the field of giftedness, and the area of the headquarters of the Gifted Program is not commensurate with the number of students, and the design of the building and its facilities is not commensurate with the implementation of the gifted sponsorship programs". Two items appeared for the school administration’s contributions to solving the problems facing the gifted sponsorship programs in the field of medium-level financial constraints, namely "low interest in the numbers of the budget required for gifted sponsorship programs, and the lack of financial allocations for the requirements of gifted sponsorship programs, while the rest of the items came at a low level" Lack of financial support for developing products The work of gifted students, the lack of financial incentives for gifted students, the lack of support from the private sector and outside institutions for gifted programs, the failure to provide financial incentives to the leaders of King Abdullah Schools of Excellence, and the lack of scholarships allocated to gifted students. The most prominent recommendations were: Reconsidering the rules for selecting school leaders based on the practices that should be available and practiced to solve the problems facing the implementation of gifted and talented programs, and the attachment of assistants and leaders to intensive training courses in the field of sponsoring gifted and talented programs, so that it covers the topics, skills and competencies needed to be possessed before. Leader of Schools of Excellence to sponsor gifted and talented programs and to overcome the obstacles they face.
