المستخلص: هدفت الدراسة إلى بحث أثر تطبيق قواعد الحوكمة على إدارة الجودة الشاملة في مستشفى الجغبوب في دولة ليبيا للفترة من ٢٠٢٠ - ٢٠٢١م ، واعتمدت الدراسة على المنهج الوصفي التحليلي والمنهج الاستقرائي، وقد تم استطلاع آراء عينة من (١١٤) مفردة من مديري الإدارات العليا ومعاونيهم، ورؤساء الأقسام ومعاونيهم، والأخصائيين وفريق الأطباء، وتوصلت نتائج الدراسة أن مستوى تطبيق قواعد الحوكمة جاء بأهمية نسبية (79%)، وأن إدارة الجودة الشاملة قدرها (76.93%)، وأنه يوجد أثر إيجابي معنوي ذو دلالة إحصائية لتطبيق قواعد الحوكمة على زيادة الكفاءة الخدماتية بمقدار معامل التحديد قدره (29.90%) وأنه يوجد أثر إيجابي معنوي ذو دلالة إحصائية لتطبيق قواعد الحوكمة على تحسين مستوى استخدام التقنيات في العمل الصحي بمقدار معامل تحديد قدره (44.71% )، وأنه يوجد أثر إيجابي معنوي ذو دلالة إحصائية لتطبيق قواعد الحوكمة على زيادة رضا المرضى ومرافقيهم بمقدار معامل تحديد قدره (27.01%)، وبأنه يوجد أثر إيجابي معنوي ذو دلالة إحصائية لتطبيق قواعد الحوكمة على خفض الهدر المادي أو الطاقات البشرية بمقدار معامل تحديد قدره (32.35%) في مستشفى الجعبوب بدولة ليبيا ، وأوصت الدراسة بالأخذ بنتائج نموذج الانحدار وتعديل الهيكل التنظيمي الصحي للمستشفيات بطريقة تحدد وظائف ومسئولية جهاز إدارة الجودة الشاملة في ظل الاهتمام بالجودة النوعية للخدمات المقدمة.

The study aimed to examine the impact of applying the rules of governance on total quality management in Jagboub Hospital in the State of Libya for the period from 2020-2021 AD, and the study relied on the descriptive analytical approach and the inductive approach. The heads of departments and their assistants, specialists and the team of doctors, and the results of the study concluded that the level of application of the rules of governance came with relative importance (79%), and that the total quality management amounted to (76.93%), and that there is a positive, significant effect of statistical significance for the application of governance rules on increasing service efficiency by an amount The coefficient of determination is (29.90%), and that there is a positive, significant, and statistically significant effect of applying the rules of governance on improving the level of use of techniques in health work, with a determination coefficient of (44.71%), and that there is a positive, statistically significant effect of applying the rules of governance on increasing patient satisfaction. and their companions with a limitation factor of (27.01%), and that there is a positive, significant effect of statistical significance for applying the rules of governance on reducing material waste or human energies by a limitation factor of (32.35%) in Jagboub Hospital in Libya, and the study recommended taking the results of the regression model and modifying the health organizational structure of hospitals in a way that defines the functions and responsibility of the total quality management system in light of the attention to the quality of the services provided.
