يظهر دور المجتمع الدولي في الحفاظ على كرامة الأشخاص ذوي الإعاقة وضمان حقوقهم وحرياتهم، وخلق الفرص المتكافئة لهم من أجل دمجهم مع الأسوياء في جميع جوانب الحياة الاجتماعية والاقتصادية والثقافية، مع مراعاة الفروق الفردية لكل فرد من أفراد المجتمع. لذلك حرصت كلا من مصر والسعودية على سن القوانين والتشريعات التي تراعي ضمان حق الشخص ذوي الإعاقة في العلاج والتعليم والتأهيل والعمل وتكوين الأسرة عملا بالاتفاقيات الدولية والإقليمية. وقد لوحظ أن هناك توافق إلى حد ما بين الأنظمة التشريعية والمواثيق الدولية، ولكن لابد من وجود مراجعة لهذه التشريعات تتلاءم مع التطورات المستحدثة عالميا والتي تساعد علي دمج هؤلاء الأشخاص مع ذويهم من الأسوياء والاستفادة منهم لجعلهم أشخاص فاعلين في مجتمعاتهم الوطنية بل والدولية. وكذلك لضمان تعزيز حقوق هذه الفئة وحمايتها ليس بالمهمة السهلة ولن يتم تحقيقها دون المساهمة والجهود الجماعية لمنظمات المجتمع المدني على الصعيدين الوطني والدولي. ومن هذا المنطلق، تم التطرق لهذه الفئة لأنها شريحة اجتماعية هامة في المجتمع، حيث تكون البحث من مبحثين ومبحث تمهيدي وفي نهاية البحث تم التوصل إلى ضرورة مراجعة التشريعات الوطنية بما يتلاءم مع اتفاقية حقوق الأشخاص ذوي الإعاقة والاتفاقيات الخاصة بهم، وكذلك تعزيز آليات التطبيق والرقابة على تنفيذ القوانين وعلى الجهات المرتبطة بالإعاقة أن تضافر جهودها مع المؤسسات الإعلامية واستثماره كوسائل داعمة لقضايا ذوي الإعاقة والتوعية بحقوقهم.
