المستخلص: هدفت الدراسة إلي: التعرف على مفهوم التحول الرقمي والتمكين التقني من وجهة نظر الشباب ذوي الفئات الاحتياجات الخاصة، وكذلك إدراك دور مواقع التواصل الاجتماعي في نشر ثقافة التحول الرقمي، تتبلور مشكلة هذه الدراسة في تساؤل رئيسي يدور حول "ما تقييم الشباب من ذوي الاحتياجات الخاصة لمواقع التواصل الاجتماعي، متمثل في صفحتي المركز التعليمي لنظم المعلومات ECIS، ومركز تأهيل الحاسبات التابعتين للقوات المسلحة المصرية عبر الفيس بوك في قدرتها علي دعم التمكين التقني لهم، وتنمية مهارات التحول الرقمي لديهم؟، والوقوف علي نقاط القوة والضعف من خلال تحليل الموقف الراهن والاستفادة من النتائج في رفع الكفاءة وتطوير الأداء المستقبلي لمثل هذه الصفحات وما تقدمه من مبادرات لتنمية مهاراتهم، وتوصلت نتائج الدراسة إلي: هناك سعي كامل ودائم، من كافة مؤسسات الدولة نحو مواكبة التقدم التكنولوجي، ورقمنة كافة نواحي الحياة، جاء مفهوم التمكين التقني من وجهة نظر الشباب ذوي الاحتياجات الخاصة بأنه "يقصد به إكساب ذوي الاحتياجات الخاصة مختلف المعارف والمهارات التي تؤهلهم للمشاركة الإيجابية الفعالة في مختلف أنشطة الرقمية إلى أقصي حد تؤهله لهم إمكانياتهم وقدراتهم إضافة إلي تغيير ثقافة المجتمع نحو المعاقين والإعاقة من ثقافة التهميش إلى ثقافة التمكين.

The study aimed at: identifying the concept of digital transformation and technical empowerment from the point of view of young people with special needs, as well as realizing the role of social networking sites in spreading a culture of digital transformation. The problem of this study crystallizes in a main question revolving around “What is the evaluation of young people with special needs for social networking sites, represented in the pages of the Educational Center for Information Systems "ECIS", and the Computer Rehabilitation Center of the Egyptian Armed Forces via Facebook in their ability to support technical empowerment for them, and Develop their digital transformation skills?, and identify strengths and weaknesses by analyzing the current situation and benefiting from the results in raising efficiency and developing the future performance of such pages and the initiatives they offer to develop their skills, The results of the study found: There is a complete and permanent quest from all state institutions towards keeping pace with technological progress and digitizing all aspects of life, The concept of technical empowerment came from the point of view of young people with special needs that “it is intended to provide people with special needs with various knowledge and skills that qualify them for active positive participation in various digital activities to the maximum extent that qualifies them for their capabilities and abilities, in addition to changing the culture of society towards the disabled and handicapped from the culture of Marginalization into a culture of empowerment.
