المستخلص: في ظل التغييرات والتبدلات وما أفرزته نظم وأخلاقيات المجتمع المعاصر بكل جوانبه الاقتصادية والسياسية، وزيادة الهوة بين الخطاب الأخلاقي والممارسات وكذلك ما طال الأسرة التقليدية والحديثة من أضرار مباشرة جراء الهجوم عليها لأجل تفكيكها المعنوي، في ظل غياب التفاهم والود وحسن المعاملة بين الزوجين، كل هذا ترك أثرا خطيرا على تربية الأبناء، وكثيرا ما يؤدي إلى تشردهم، إضافة إلى عامل هام وهو تدني المستوى التعليمي للوالدين، وهو أحد الأسباب التي تؤدي بالأبناء لعدم التواجد في المنازل لساعات طويلة تجعلهم عرضة للتشرد والانحراف، وحيث أن ظاهرة التشرد حقيقة لا مفر من الاعتراف بوجودها في عالمنا، فإنها قنبلة موقوتة، ومأساة إنسانية، فيمكن توصيفها من أخطر الظواهر الاجتماعية في وقتنا المعاصر، سواء على صعيد المنطقة أو العالم، فإنها تعد مشكلة يسعى الباحث للإجابة على جملة من التساؤلات التي تدور حولها وبيان أبعادها واتجاهاتها وتحديد مفهومها كظاهرة والتي تعددت وتباينت التعريفات والتوصيفات في تحديد ماهيتها بحسب تعدد الدراسات التي تناولتها، سواء محليا أو عالميا إلا أن العديد من هذه الدراسات لم تتناول المساعي الجادة العملية للحد من هذه الظاهرة على صعيد الدراسة الأكاديمية أو التعامل معها سوى على مستوى التنظير وتسطير العديد من طرق المعالجة في حين أن البرامج المعدة والخطط المدروسة التي تحاول الإحاطة بها من قبل مؤسسة حكومية معنية بهذا الأمر الملقى على عاتقها لأجل معالجتها ومحاولة لإيقاف عجلة سير الظاهرة الجامعة في المجتمع وهو ما سنحاول دراسته ميدانيا والوقوف على كل المعوقات التي تؤخر سير المؤسسة (هيئة رعاية ذوي الإعاقة والاحتياجات الخاصة) ومساعيها في التصدي لهذه الظاهرة، والخطوات العملية ومدى ما حققت من نتائج إيجابية، أو سلبية، وهل كان لأقسام المؤسسة وتحديدا قسم الإعلام دورا في هذا التحدي القائم لديهم لمعالجة أو تقليل معانات الأطفال أو المشردين منهم وما طبيعة نشاطاتها وما أدته الكوادر العاملة في المؤسسة لأجل تحقيق الأهداف الرئيسية المتعلقة بالتصدي للظاهرة. وقد توصلت دراستنا إلى أن الأنشطة الإعلامية التي استخدمتها الهيئة قاربت 7 أنشطة إعلامية هي (رقمية- سمعية- مرئية- مقروءة- ميدانية- جماهيرية- منوعة) وكانت الأنشطة الرقمية الأعلى مرتبة وأن الهيئة استخدمت هذه النشاطات بدافع مصلحة المواطن وبدافع التصدي للظاهرة مستخدمة كميات كثيرة ومتوسطة من بعض النتاجات الإعلامية التي أنجزتها تحديدا لهذا التحدي (المقالات- الفيديوهات- التصاميم- والأحاديث واللقاءات المتلفزة) واستطاعت التعامل بالمعدات والأدوات التقليدية والحديثة المتطورة لتحقيق أهدافها المنشودة في الحد من ظاهرة التشرد والتي قاربت (35) أداة إعلامية أعدت لهذا الغرض منتهجة أسلوبين في عملها هما (المباشر- غير المباشر) لتؤدي وظائفها (التوعوية- التنويرية- الإخبارية- الرقابية- التعليمية- التعاونية) بكفاءة كوادرها الإعلاميين والإداريين العاملين في قسم الإعلام في الهيئة المتدربين والكفوئين.

In light of the changes and changes that resulted from the systems and ethics of contemporary society in all its economic and political aspects, the increasing gap between moral discourse and practices, as well as the direct damage to the traditional and modern family as a result of the attack on it for its moral dismantling, in the absence of understanding, cordiality and good treatment between spouses, all of this left A serious impact on the upbringing of children, and often leads to their homelessness, in addition to an important factor, which is the low educational level of the parents, which is one of the reasons that lead the children to not be at home for long hours, which makes them become deviant from the reality. Our world, it is a time bomb, and a human tragedy, so it can be described as one of the most dangerous social phenomena in our contemporary time, whether at the level of the region or the world. And the descriptions in determining what they are according to the multiplicity of studies that they dealt with, whether locally or globally, but many of these studies did not address the overwhelming efforts This is the process to reduce this phenomenon at the level of academic study or deal with it except at the level of endoscopy and underlining many methods of treatment, while the programs prepared and studied plans that try to be surrounded by a government institution concerned with this matter that is placed on its shoulders in order to treat it and an attempt to stop the process of the phenomenon The unbridled in society, which we will try to study in the field and identify all the obstacles that delay the functioning of the institution (the Authority for the Care of Persons with Disabilities and Special Needs) and its efforts to address this phenomenon, the practical steps and the extent to which it has achieved positive or negative results, and whether the departments of the institution, specifically the media department, have a role In this challenge they have to address or reduce the suffering of children or the homeless, what the nature of its activities and what the cadres working in the institution have done in order to achieve the main objectives related to addressing the phenomenon. Our study found that the media activities used by the authority were close to 7 media activities (digital- audio- visual- readable- field- mass- diverse). Some of the media productions that it accomplished specifically for this challenge (articles- videos- designs- talks and televised interviews) and was able to deal with advanced traditional and modern equipment and tools to achieve its desired goals in reducing the phenomenon of homelessness, which is close to (35) media tools prepared for this purpose, using two methods in their work: (direct- indirect) to perform its functions (awareness- enlightenment- news- oversight- educational- cooperative) with the efficiency of its trained and qualified media and administrative cadres working in the media department of the authority.
