المستخلص: هدفت الدراسة إلى الكشف عن حقيقة الجدل بين مفهومي التربية على المواطنة المحلية والعالمية (الكونية)، والوقوف على أسباب إشكالية التداخل، وآفاق التكامل بينهما. وقد اتبعت الدراسة المنهج الوصفي التحليلي. وأبانت نتائج الدراسة حقيقة الجدل بين المفهومين، حيت أنهما مترابطان ومتكاملان، فمفهوم المواطنة العالمية يتصف بالامتداد لمفهوم المواطنة المحلية، وهو بذلك ليس بديلا أو تعويضا عنه. وكشفت النتائج عن الأسباب التي تقف وراء الجدل بين المفهومين، وتتمثل في: العلاقة الشائكة والمتشابكة بين المفهومين، والدور النظري والافتراضي للمواطنة، والانفتاح على الثقافات العالمية، والمنظومة القيمية التي ينطلق منها المواطن العالمي، وظهور بعض المفاهيم ذات العلاقة كالمواطنة العولمية. أيضا كشفت النتائج عن إشكاليات التداخل بين أنماط المواطنة المتصلة بالمفهومين كالمواطنة البيئية، والمواطنة الاجتماعية، والمواطنة الاقتصادية، والمواطنة السياسية، والمواطنة الأخلاقية "الروحية"، والمواطنة الثقافية، والمواطنة الإعلامية، والمواطنة الرقمية، والمواطنة الناقدة، والمواطنة التنظيمية. وأظهرت النتائج آفاق التكامل بين المفهومين، حيث يسعى كلا منهما إلى تحقيق الوعي والإحساس والإلمام بالظروف والأحداث العالمية، والاطلاع على الثقافات المتعددة والتوجهات الفكرية المتنوعة، وإدراك النظام الدولي المعاصر، والنظم السياسية المختلفة، والترابط والتداخل بين الدول وتأثير هذه النظم على الحياة البشرية، والوقوف ضد جميع أشكال التسلط والاستبداد، والتعصب والعنصرية، والمشاركة الفاعلة محليا وعالميا في تحسين أوضاع المجتمعات الإنسانية، والالتزام بمنظومة القيم الإنسانية العليا، وتحمل الواجبات والمسؤوليات الأخلاقية تجاه الإنسان والكون. وخلصت الدراسة إلى إبراز دور التربية على المواطنة المحلية في إعداد المواطن الصالح داخل وطنه، ودور المواطنة العالمية في إعداد الإنسان الصالح خارج وطنه من خلال المؤسسات التربوية والإعلامية المحلية والدولية، بما ينسجم مع توجهات وسياسات المجتمعات الإنسانية ويحقق التعايش العالمي، وبما يسهم في بناء الوحدة والهوية الوطنية، وتطوير البنى الفكرية والمادية للمواطنة في المؤسسات والمنشآت العامة والخاصة على المستويين الوطني والعالمي، إضافة إلى تحقيق السلام العالمي، والعدالة الاجتماعية، والمساواة، والحرية، والأمن والأمان، والكرامة والاحترام، وحفظ حقوق الإنسان. وختمت الدراسة بتقديم أهم الاستنتاجات، كما قدمت مجموعة من التوصيات والمقترحات المتصلة بنتائج الدراسة.

The study aimed to reveal the reality of the controversy between the concepts of education on local and global citizenship (cosmic), and to identify the causes of the problematic overlap, and the prospects for integration between them. The study followed the descriptive analytical approach. The results of the study showed the reality of the controversy between the two concepts, as they are interrelated and integrated, as the concept of global citizenship is characterized by an extension of the concept of local citizenship, and is therefore not a substitute or compensation for it. the results revealed the reasons behind the controversy between the two concepts: the thorny and interlocking relationship between the two concepts, the theoretical and virtual role of citizenship, the openness to global cultures, the value system from which the global citizen originates, and the emergence of some relevant concepts such as global citizenship. The results also revealed the problems of overlap between patterns of citizenship related to the two concepts such as environmental citizenship, social citizenship, economic citizenship, political citizenship, "spiritual" moral citizenship, cultural citizenship, media citizenship, digital citizenship, critical citizenship and organizational citizenship. The results showed prospects for integration between the two concepts. They seek to achieve awareness, awareness and awareness of global circumstances and events, to learn about diverse cultures and intellectual orientations, to recognize the contemporary international order, to different political systems, to interconnection and overlap between States and their impact on human life, to stand against all forms of authoritarianism and tyranny, intolerance and racism, to actively participate locally and globally in improving the conditions of human societies, to adhere to the system of higher human values, and to assume moral duties and responsibilities towards man and the universe. The study concluded by highlighting the role of education on local citizenship in preparing the good citizen within his homeland, and the role of global citizenship in preparing the good man outside his homeland through local and international educational and media institutions, in line with the trends and policies of human societies and achieving global coexistence, and in order to contribute to building unity and national identity. The development of the intellectual and material structures of citizenship in public and private institutions and institutions at the national and global levels, as well as the achievement of world peace, social justice, equality, freedom, security and security, dignity and respect, and the preservation of human rights. The study concluded with the most important conclusions, and made a series of recommendations and proposals relating to the results of the study.
