|a تهدف الدراسة إلى التعرف على أثر الأرشفة الإلكترونية على أداء العاملين من خلال التطوير التنظيمي في بلدية الزرقاء، وتمثلت الأرشفة الإلكترونية كمتغير مستقل بأبعاده بـ (سهولة الاستخدام، الكفاءة، التفاعل، أمن المعلومات)، وأداء العاملين كمتغير تابع، والتطوير التنظيمي كمتغير وسيط بأبعاده بـ( الهيكل التنظيمي، إعادة هندسة العمليات، وتمكين العاملين)، لتحقيق أهداف الدراسة قام الباحث بتطوير استبانة، تم توزيعها على مجتمع الدراسة والبالغ عددهم (4000) موظفاً، كما تكونت عينة الدراسة من (200) استبانة تم توزيعها على (مدير الديوان، مساعد المدير، رؤساء أقسام الديوان، والموظفين) في بلدية الزرقاء، حيث اتبعت الدراسة أسلوب المسح الشامل لمجتمع الدراسة، وقد انتهج الباحث المنهج الوصفي والتحليلي، وتم استخدام برنامج الحزم الإحصائية (SPSS) و(AMOS) لتحليل البيانات والإجابة على أسئلة الدراسة واختبار فرضياتها. وتوصلت الدراسة إلى أن مستوى الأرشفة الإلكترونية متوسط وأن بعد أمن المعلومات له الأثر الأكبر بمستوى متوسط، وأن الكفاءة لها أقل الأثر على الأرشفة الالكترونية، وتبين أن مستوى أداء العاملين في بلدية الزرقاء متوسط، أيضاً أن مستوى التطوير التنظيمي كان متوسط وكان الأثر الأكبر في تمكين العاملين بمستوى متوسط، وإعادة هندسة العمليات لها الأثر الأقل في تأثير على الأرشفة الإلكترونية، أنه يوجد أثر لأرشفة الإلكترونية على أداء العاملين من خلال التطوير التنظيمي في بلدية الزرقاء، وأوصت الدراسة بالاهتمام بتوفير البنية التحتية اللازمة وتوسيع الاستثمار في توفير أحدث الأنظمة والأجهزة التكنولوجية المتخصصة مثل (استخدام أجهزة ماسح ضوئي بمواصفات حديثة. استخدام أجهزة حاسوب أكثر تطور وأكثر سرعة)، المساعد العاملين على عملهم بأفضل وأسهل الطرق الممكنة، وتوفير الميزانية الكافية لها.
|b The study aims to identify the impact of electronic archiving on the performance of employees through organizational development in Zarqa Municipality and electronic archiving as an independent variable with its dimensions (ease of use, efficiency, interaction, information security), the performance of employees as a dependent variable, and organizational development as an intermediate variable with its dimensions (Organizational structure, process re-engineering, and employee empowerment), to achieve the objectives of the study, the researcher developed a questionnaire, which was distributed to the study community, which numbered (4000) employees, and the study sample consisted of (200) questionnaires distributed to (Diwan Director, Assistant Director, Heads of Diwan departments, and employees) in Zarqa Municipality, where the study followed the method of a comprehensive survey of the study community. The researcher adopted the descriptive and analytical approach, and the statistical packages (SPSS) and (AMOS) program were used to analyze the data, answer the study questions, and test its hypotheses. The study concluded that the level of electronic archiving is average and that the information security dimension has the most significant impact at an average level, and that efficiency has the most negligible impact on electronic archiving, and it was found that the performance level of workers in Zarqa Municipality is average, also that the level of organizational development was average and the greatest impact was in empowering workers At a medium level, process re-engineering has the least impact on electronic archiving, that there is an impact of electronic archiving on the performance of employees through organizational development in Zarqa Municipality, and the study recommended attention to providing the necessary infrastructure and expanding investment in providing the latest systems and specialized technological devices such as (the use of Scanner devices with modern specifications, using more advanced and faste computers), helping workers to do their work in the best and easiest possible way, and providing them with an adequate budget.
