المستخلص: These constitutional entitlements or should they be postponed or suspended based on the theory of necessity. One of the most important problems in the research is that the constitutional legislator has been silent about finding the necessary constitutional solutions to create a balance between ensuring the preservation of constitutional legitimacy and its due obligations on time, and between preserving the health security of individuals and achieving the public good and stability of the state with clear and clear texts. The study resulted in a set of results, the most important of which is that in light of exceptional circumstances, some constitution provisions may be temporarily suspended imposed by the internal, regional and global reality. Legislative in session - a decision must be issued by a two-thirds majority of the parliament members to continue the elected president of the republic in office, and to postpone referendums when necessary for a year or for the period necessary to control the epidemic by introducing a vaccine treated for it, or its decline whichever is sooner. But if the council is not in session, the president continues to exercise its currency in order to preserve the state.
