المستخلص: يهدف البحث إلى استعراض مزايا نظام النقل بالسكك الحديدية، والتكاليف الاقتصادية وهيكل التعريفة في نظام النقل بالسكك الحديدية، وواقع شبكة الخطوط الحديدية في المملكة العربية السعودية ومشروعات التوسعة الجديدة والتحديات التي تواجه تطوير نظام النقل بالسكك الحديدية، حيث يواجه تحديات في ارتفاع التكاليف وعدم جدوى الاستثمار، وتقادم الأنظمة واللوائح والتشريعات أسهم في تقييد الخطوات التطويرية، وندرة الكوادر المؤهلة في أنظمة النقل. وللتغلب على التحديات وضعت الحكومة استراتيجية خاصة بتطوير النقل بالسكك الحديدية تقوم على ثلاث مراحل.

The research aims to review the advantages of the rail transport system, economic costs and tariff structure in the rail transport system, the reality of the railway network in Saudi Arabia and the new expansion projects and challenges facing the development of the rail transport system, where it faces challenges in high costs and the futility of investment, and the obsolescence of regulations, regulations and legislation contributed to the restriction of development steps, and the scarcity of qualified cadres in transport systems. To overcome the challenges, the government has developed a strategy for the development of rail transport based on three stages, and one of the most important proposals for the development of rail transport is the establishment of a railway operation device with a separate management of operation, management and maintenance, the development of old lines through the work of studies, tenders, implementation and follow-up, and then the project is delivered after completion to the operating body and to be implemented projects with the latest projects related to the modern global systems in construction and development.
