المستخلص: استهدف البحث استشراف المستقبل لمواجهة المشكلات التي تواجه الأشخاص ذوي الإعاقة، وذلك من خلال تقدير واقع مشكلات الأشخاص ذوي الإعاقة بشكل عام وفي ظل جائحة كورونا بشكل خاص؛ في محاولة لصياغة رؤية استراتيجية لمواجهة مشكلات الأشخاص ذوي الإعاقة، ويُعد البحث من البحوث الاستشرافية باستخدام منهج تحليل المضمون والاعتماد على المنهج الاستنباطي أو الاستدلالي، وتم تصميم دليل لتحليل مضمون الدراسات والبحوث التي أجريت في العقد الأخير، ووصل عدد الدراسات التي تم تحليلها كمياً وكيفياً إلى (72) دراسة. وتوصل البحث إلى نتائج أهمها وصف وتفسير مشكلات الأشخاص ذوي الإعاقة بشكل عام وفي إطار جائحة كورونا بشكل خاصرة سواءً على مستوى المعاق كنسق فردي، والنسق الأسري، ونسق الجماعات الصغيرة، والنسق المؤسسي، والنسق المجتمعي، وذلك في محاولة لتحليل البيئة الداخلية والخارجية للمشكلة البحثية باستخدام التحليل البيئي (SWOT) ، وبناء عليه وانطلاقاً من رؤى دول مجلس التعاون الخليجي تم استنتاج المحددات الاستراتيجية للرؤية الاستراتيجية وتشمل (نسق المشكلة، نسق الأخصائي الاجتماعي، نسق المؤسسة، نسق عملية التدخل المهني)، وصياغة الهدف الاستراتيجي والأهداف التشغيلية للرؤية الاستراتيجية وآلية تحقيقها من خلال تصميم خطة تنفيذية لمواجهة مشكلات الأشخاص ذوي الإعاقة بدول مجلس التعاون الخليجي.

The research aimed to anticipate the future to confront the problems of persons with disabilities, by estimating the reality of the problems of persons with disabilities in general and in light of the Corona pandemic in particular; In an attempt to formulate a strategic vision to confront the problems of persons with disabilities, the research is considered one of the forward-looking research using the content analysis method and relying on the deductive or inferential approach (72) Study. The research reached the most important results, the most important of which is the description and interpretation of the problems of people with disabilities in general and in the context of the Corona pandemic in particular, whether at the level of the disabled as individual system, family system, small group system, institutional system, and community system, in an attempt to analyze the internal and external environment of the research problem using environmental analysis (SWOT), and based on the visions of the Gulf Cooperation Council countries, the strategic determinants of the strategic vision were deduced, including (problem system, social worker system, institution system, professional intervention process system), and the formulation of the strategic objective and operational objectives of the strategic vision and the mechanism for achieving them through designing An executive plan to address the problems of persons with disabilities in the countries of the Gulf Cooperation Council.
