المستخلص: هناك جملة من المواقف يتولد لدى كل الفرد في ثنايا حياته بشكل عام، وحياته السياسية بشكل خاص، وهذه المواقف هي موجه نشاطات وأفعال الأفراد التي يشكل مفهوم السلوك السياسي. وهذا السلوك متجسد في أعمال وتصرفات متنوعة تجاه ما تحيط بالفرد من مؤسسات وأشخاص جماعات وبنيات أخرى، ونظرا لأن المواقف السياسية تتحكمها جملة محددات مختلفة رئيسة، عليه فأن ممارسة الفرد لسلوكه السياسي يخضع بالأخرى لتلك المحددات التي تشكل الثقافة السياسية والمحيط الاجتما اقتصادي والأفكار والأيديولوجيات من أهمها. في الارتباط بواقع ممارسة الفرد لسلوكه السياسي في المجتمعات الليبرالية المعاصرة، ولا سيما المتقدمة منها، فإننا نجد بأن تلكم المحددات قد تحولت إلى رهانات فعلية مقيدة لهذه الممارسة، وسبب ذلك تكمن في أن الأنظمة السياسية السائدة فيها قد عملت ومنذ نشأتها على صياغة هذه المحددات على نحو يتفق ويخدم مصالح الطبقة الحاكمة فيها، مما ساهمت في جعلها ذات خصائص ومميزات غير مشجعة وغير بناءة لقسم كبير من أفراد مجتمعاتهم في ممارستهم لنشاطاتهم وفعالياتهم السياسية لهذا نجد بأن الآليات الرئيسة لممارسة الحياة الديمقراطية في تلك الليبراليات ولا سيما الألية الانتخابية والأحزاب السياسية، بدل من أن تساهم في تعزيز وتقوية ممارسة أفراد هذه المجتمعات لسلوكهم السياسي بحيث تعمل على تنميته (هذا السلوك) في اتجاهه السليم كمشارك حقيقي وفعلي في إدارة شؤون مجتمعه بأبعادها المختلفة.

There are several of attitudes which appear from the individuals through their life generally, and their political life especially. These attitudes are really the director of the individual activities and acts which informs the concept of political behaviors. This behavior is embodiment in various acts towards what surrounding the individuals by the individual, groups, institutions and the other structures, and due to the acts are ruled by several main different determiner, thus the individual's practice to his political behavior, as well as, have been submitted for those determiners which the political culture, social-economic environmental and the ideas and ideologies are the important ones. In deal with the reality of individual political behavior practices in the Liberals contemporary societies, particularly those which knows as advanced type, we seen that these determiners had been converted to virtual staked chained these behaviors, thus due to that the prevailing political systems since they have been established, are working on shaped these behaviors in which that service and relevant to the interests of authoritarian classes, and thus participated in make their characterizes and attributes in form that being un-courage and un-constructive for the large segment of their individual political activities and acts practices. Thus we seen that the main mechanisms to practices democratic life in these liberals, particularly electoral and parties mechanism, instead they participate in promote individual practices to their behaviors in these societies in which it progressing these behaviors in form the health director in order to become the virtual and really participate in administrative their society affairs in its different dimension.
