إن ما نعيشه اليوم في عالمنا، ومع التطور التكنولوجي الهائل والسريع في وسائل الاتصال، زادت وسائل نقل المعلومات بشكل كبير وسريع، وأصبح بإمكان شخص واحد كتابة خبر ونشره بعشرات المواقع الإلكترونية، وقراءته من قبل آلاف الناس الذين بدورهم سيقومون بنشره، وعلى الرغم من إسهام التقنية الحديثة في توثيق الأحداث، ومن ثم نشرها عبر شبكات التواصل الاجتماعي، إلا أن عدم دقة الأخبار وصعوبة التأكد من صحة وسلامة مصادرها، جعلت من المواقع الإلكترونية أداة فعالة لكل من يريد بث الشائعات. وتعد الشائعات الإلكترونية أحد أهم أساليب الحرب النفسية، حيث تتميز بقدرتها على تقسيم الأمة شيعا وأحزابا، فتتفرق الصفوف، ويضعف التماسك، ويؤدي ذلك بالأمة إلى أن تحطم نفسها بنفسها من الداخل، فهي تستهدف تغيير الحقائق وطمسها. واعتمدت الدراسة على المنهج الوصفي التحليلي، وذلك بهدف وصف الظاهرة قيد الدراسة، ودراستها من مختلف أبعادها وجوانبها، والوقوف على مصادرها وخصائصها، وتسليط الضوء على أهدافها، وعوامل نشأتها وانتشارها، ومن ثم تحليل مفرداتها، ومكوناتها تحليلا علميا وعمليا، من أجل إرساء الأسس العلمية والفنية للتصدي للشائعات الإلكترونية ومحاربتها، وذلك من خلال استراتيجيتي "المكافحة، والمواجهة"؛ للخروج بنتائج جوهرية. وأكدت الدراسة في نتائجها على أنه كلما تراجع الإعلام الموضوعي، وغابت الشفافية، وتأخرت التصريحات الرسمية، وانتاب المناخ العام شيء من الغموض، انتشرت الشائعات الإلكترونية، فالشائعات تزدهر وتنمو في غيبة المعايير الأكيدة للصدق. وارتكزت الدراسة في أهميتها على تأصيلها لأبرز العوامل المؤثرة في سرعة انتشار الشائعات، خاصة في ظل ثورة الاتصالات، والتطورات العلمية والتكنولوجية الهائلة في عالم البرمجيات والشبكيات، كما تجلت أهمية الدراسة في إرسائها لاستراتيجية مجتمعية، لا تهدف إلى المواجهة فقط، وإنما تسعى للقضاء على مسببات ودوافع الظاهرة محل الدراسة، وإخماد نيرانها.

The study relied on the analytical descriptive approach, with the aim of describing the phenomenon under study, studying it from its various dimensions and aspects, identifying its sources and characteristics, shedding light on its objectives, factors of its emergence and spread, and then analyzing its vocabulary and components in a scientific and practical analysis, in order to lay the scientific and technical foundations to address to electronic rumors and to fight them, through the strategies of “combat and confrontation”; to produce substantial results. The study confirmed in its results that whenever objective media declines, transparency is absent, official statements are delayed, and the general climate becomes somewhat ambiguous, electronic rumors spread, as rumors flourish and grow in the absence of sure standards of honesty. The study was based on its importance on its rooting of the most prominent factors affecting the speed of the spread of rumors, especially in light of the communications revolution, and the tremendous scientific and technological developments in the world of software and networks.
