المستخلص: تمثل الشائعة كظاهرة اجتماعية عنصرا مهما في نسيج كل ثقافة من الثقافات البشرية... فهي وليدة مجتمعها، وتعبر تعبيرا عميقا عن ظروفه النفسية والسياسية والاجتماعية والاقتصادية والثقافية.. ولذلك تعد المفتاح الذهبي لدراسة المجاهل العميقة لهذا المجتمع وتحديد ملامحه وخصائصه. وتتضح أهمية دراسة الشائعات من التأثير الكبير الذي لها على المجتمعات فقد تؤدي إلى تفكك وتدهور المجتمع كما قد تؤدي إلى تماسكه وفقا لدورها في خفض أو رفع الروح المعنوية لذلك المجتمع.. فمن خلال الشائعات يمكن أن تتبدل أو تتغير مواقف الأفراد وعلاقاتهم وتفاعلاتهم.. ويمكن أن يعزف الناس عن شراء منتج أو زيارة مكان.. فالشائعات يمكن أن تؤثر في الجوانب الاقتصادية والاجتماعية، والسياسية، والنفسية، والثقافية للشعوب ويمكن أن تؤثر في العلاقات الدولية واستقرار المجتمعات. والشائعة تعتبر أحد أسلحة الحرب النفسية والدعائية بل أهم أسلحة هذه الحرب ولا نبالغ إذا قلنا إنها أكثر هذه الأساليب أهمية ودلالة في وقت السلم والحرب على السواء. والواقع الراهن للعالمين العربي والإسلامي الآن يعكس واقع البلبلة الفكرية والتشويش الذهني والتشتت النفسي الذي نعيشه بفعل الحملات المستمرة والموجهة إلينا من قبل الآخر في إطار الحرب ضد الإرهاب والشرق الأوسط الكبير وصراع الحضارات. وفي ضوء هذا الواقع الراهن فإن الشائعات التي نتعرض لها لم تبق مجرد فعل تلقائي أو نشاط عفوي ولكنها وسيلة نشاط محقق ومدبر ومرسوم ومستمر يقوم به خبراء وأخصائيون ينتسبون إلى هيئات ومنظمات ودول كبرى ويتوفر له كافة المعلومات والدراسات والميزانيات والأجهزة، والمعدات التي تساعد على تحقيق الشائعات لأهدافها المرسومة والمحددة بدقة وعناية. ولهذا يتوجب علينا في إطار المواجهة ضرورة العناية بدراسة الشائعة في مختلف مؤسساتنا ومعاهدنا فقد تحدث الشائعة بقوانين ونظريات ودراسات ونتائج تجريبية وواقعية بحيث يمكن توجيهها لتحقيق مطامع وأهداف بعينها في إطار المفهوم الشامل للحرب النفسية وللوقاية من أخطار الحرب المستمرة ضدنا. إن الاقتصار على مجرد جمع الشائعات ورصدها على مستوى الإدارات الأمنية في أغلب الدول العربية أو على مستوى مراكز مؤقتة كما حدث في مصر عند انتشار شائعة إنفلونزا الطيور عندما أنشئت الحكومة مرصدا لتجميع هذه الشائعات لم يعد كافيا في ظل التقدم الهائل في تكنولوجيا الاتصال ووسائله وفي ظل الواقع المرير لانتشار الشائعات في المجتمع العربي وفي جميع جوانب الحياة وعلى جميع المستويات. في ظل هذا كله أصبحت مقاومة الشائعة والتصدي لها واقعا ملحا وضرورة من ضرورات الأمن القومي للمجتمع والآمال والاستقرار للأفراد والجماعات. وقد وضعت الشريعة الإسلامية آليات للتصدي للشائعات الكاذبة عن طريق عقوبة ناشرها وعلاج آثارها أيضا لخطورتها على الأمن العام والخاص. فقد قررت الشريعة الإسلامية حرمة الشائعات الكاذبة وأقرت لها عقوبة دنيوية -تتمثل في عقوبة تعزيرية يقدرها الحاكم بالإضافة إلى الحد المقرر إذا تضمن فعل نشر وترويج الشائعات ما يقرر عنه بعقوبة حدية مقدرة "مثل السب والقذف" هذا إلى جانب العقوبة الأخروية من الله عز وجل.

Popularity as a social phenomenon represents an important element in the fabric of every human culture.. It is the product of its society, and expresses a deep expression of its psychological, political, social, economic and cultural conditions.. Therefore, it is considered the golden key to studying the deep ignorance of this society and defining its features and characteristics. The importance of studying rumors is evident from the great impact that they have on societies. It may lead to the disintegration and deterioration of society and may lead to its cohesion according to its role in lowering or raising the morale of that society.. Through rumors, the attitudes of individuals, their relationships and interactions can change or change.. People are reluctant to buy a product or visit a place.. Rumors can affect the economic, social, political, psychological, and cultural aspects of peoples and can affect international relations and the stability of societies. The rumor is considered one of the psychological and propaganda weapons of war. Rather, it is the most important weapon of this war. We do not exaggerate if we say that it is the most important and significant of these methods in times of peace and war alike. The current reality of the Arab and Islamic worlds now reflects the reality of intellectual confusion, mental confusion and psychological dispersion that we live in as a result of the continuous campaigns directed at us by the other in the context of the war against terrorism, the Greater Middle East and the clash of civilizations. In light of this current reality, the rumors that we are exposed to did not remain a mere spontaneous act or activity, but rather a means of an investigation, orchestrated, decreed and continuous activity carried out by experts and specialists affiliated with bodies, organizations and major countries, and he has all the information, studies, budgets, devices, and equipment that help the rumors achieve their goals. Drawn and carefully defined. Therefore, in the context of confrontation, we must pay attention to studying the rumors in our various institutions and institutes.

The rumor may occur with laws, theories, studies, and empirical and realistic results so that they can be directed to achieve specific ambitions and goals within the framework of the comprehensive concept of psychological warfare and to prevent the dangers of the ongoing war against us. Restricting to collecting rumors and monitoring them at the level of security departments in most Arab countries or at the level of temporary centers, as happened in Egypt when the bird flu rumor spread when the government established an observatory to collect these rumors is no longer sufficient in light of the tremendous progress in communication technology and means and in light of reality Bitter for the spread of rumors in Arab society and in all aspects of life and at all levels. In light of all this, resisting the rumor and confronting it has become an urgent reality and a necessity of the national security of society and the hopes and stability of individuals and groups. Islamic Sharia has put in place mechanisms to counter false rumors by punishing their publisher and treating their effects as well because of their danger to public and private security. The Islamic Sharia has decided the sanctity of false rumors and established a worldly punishment for them- represented in a disciplinary punishment estimated by the ruler in addition to the prescribed limit if the act of spreading and spreading rumors includes what is decided by an estimated punishment “such as insulting and slandering” this in addition to the eschatological punishment from God Almighty.
