|a يعد رئيس مجلس الأمة الشخصية الأولى في مجلس الأمة بصفة خاصة، والشخصية الهامة والأبرز في الدولة بصفة عامة، نظرا للمكانة السياسية التي يتمتع بها، وباعتباره القائد الفعلي للعمل البرلماني، والذي يعمل على فرض النظام داخل المجلس والتوافق بين مختلف التشكيلات السياسية الممثلة في المجلس. حيث خوله الدستور تولي أعلى منصب في الدولة، وهو منصب رئيس الجمهورية وذلك في حالة حصول مانع له واستحالة ممارسة مهامه بسبب مرض خطير ومزمن، وكذا في حالة استقالته أو وفاته، وذلك بعد الإجراءات المحددة في التعديل الدستوري لسنة 2020. وخلصنا من خلال توضيح الدور الاستشاري لرئيس مجلس الأمة إلى أنه لم يكن من أجل خدمة العملية التشريعية فحسب، وإنما جاء كذلك من أجل تدعيم السلطة التنفيذية وعلى رأسها رئيس الجمهورية من خلال آرائه غير الملزمة.

And we concluded by clarifying the advisory role that it was not only for the sake of serving the legislative process, but also came in order to strengthen the executive authority, headed by the President of the Republic, through his non-binding opinions.
