|a تتناول هذه الدراسة أحد الآليات المهمة في السياسة العامة للدول، ألا وهي موضوع التنمية المحلية، حيث تعتمد الكثير من البلدان ومن بينها الجزائر على الازدواجية في تنظيمها الإداري، وذلك من خلال النظام الإداري المركزي واللامركزي، وتخول الديمقراطية التشاركية الشعب اختيار ممثليه لتسيير شؤونه سواء من خلال البرلمان بما يسمى المركزية في اتخاذ القرارات، أو من خلال المجالس المحلية المنتخبة وهي اللامركزية، وهاته الأخيرة تعتبر أحد آليات التي يساهم فيها الشعب في التنمية المحلية، وبالتالي فإن مشاركة المواطن في هذه التنمية يكون عن طريق ممثليه في المجالس المنتخبة التي قام هو باختيارها. إن ممارسة العمل الديمقراطي يكون من خلال إشراك المواطنين في عملية البناء، والقيام بدورهم الأساسي في مختلف مراحل التنمية المحلية، وبالتالي صنع قرارهم وتحقيق أهدافهم، ما يزيد من إحساسهم بالمسؤولية وينمو مستوى وعيهم الاجتماعي فتتجسد لديهم أساليب تصبح جزءا من ثقافتهم.
|b This Study addresses one of the important mechanisms in the policy of states, namely the subject of local development, where many countries, including Algeria, rely on double administrative regulation, through the centralized and decentralized administrative system, and participatory democracy empowers the people to choose their representatives to run their affairs either through parliament through the so-called centralization of decision-making, or through elected local councils, which are decentralization, and the latter is one of the mechanisms in which the people contribute to local development. The practice of democratic action is by involving citizens in the construction process, playing their essential role in various stages of local development, and thus making their decision and achieving their goals, increasing their sense of responsibility and growing their level of social awareness, reflecting methods that become part of their culture.
