يعد موضوع "إشكاليات تنمية مدينة ستون تاون في زنجبار تنزانيا.. تجربة اليونسكو وتحدياتها في الفترة من 2000- 2016" جديدا في طرحه، فلم تكن هناك أي دراسات سابقة تناقش مسألة تنمية هذه المدينة وإشكاليات تجربة منظمة اليونسكو في تطويرها. فبالنظر لتلك الوثائق الصادرة عن لجنة التراث العالمي ومناقشتها لتحديات التنمية في مدينة ستون تاون، نجد أن شكاوى اليونسكو تنحصر في عدم قيام الحكومة التنزانية بواجباتها المتفق عليها سلفا، بسوء حفظ المباني التاريخية، وعدم إخلاء المعرض منها لخطر الانهيار، وعدم معالجة حركة المرور. ناهيك عن عدم فعالية هيئة مراقبة التنمية الحضرية في تحسين آليات التصاريح وتعزيز الرقابة على الممتلكات وفي المنطقة العازلة. فضلا عن وجود تعارض بين سلطة مدينة ستون تاون ومجلس بلدية زنجبار. وجاء اعتراف حكومة تنزانيا عام 2017 بعدم كفاية الموارد البشرية والمالية وبنزاعات السلطات الإدارية المختلفة، وعدم تنفيذ مراقبة عملية التنمية، ليشكل بيت القصيد في تحديات التنمية التي تطلبها تنزانيا. وعلى هذا يهدف الموضوع إلى رصد خطة التنمية المستدامة لمدينة ستون تاون وإشكالياتها، والمعوقات التي أخرت اليونسكو في إنجاح تجربتها. مستفسرة عن الأسباب الحقيقية التي عطلت المشروع؟ وكيف يمكن تلافيها في المستقبل؟ وفي هذا الإطار قسمت الدراسة إلى أربعة محاور رئيسة:- أولا- الخلفية التاريخية لمسار التنمية فيستون تاون في المدة من 1923- 1999. ثانيا- ملف تنمية ستون تاون في أوراق اليونسكو عام 2000. ثالثا- تجربة اليونسكو ومعوقات التنمية في المدينة 2001- 2018. رابعا- إشكاليات الحل ومستقبل التجربة.
The Topic “Problems of Developing Stone Town in Zanzibar, Tanzania... UNESCO’s Experience and Challenges in the period 2000-2016” is new in its proposal, as there were no previous studies discussing the issue of developing this city and the problems of UNESCO’s experience in developing it. Looking at those documents issued by the World Heritage Committee and its discussions of development challenges in Stone Town, We find that UNESCO’s complaints are limited to the Tanzanian government’s failure to perform its previously agreed upon duties, with poor preservation of historical buildings, failure to vacate the exhibition from them at risk of collapse, and no traffic is handled. Not to mention the ineffectiveness of the Urban Development Authority in improving permit mechanisms and strengthening control over property and in the buffer zone. In addition, there is a conflict between Stone Town City Authority and Zanzibar City Council. The Acknowledgment by the Tanzanian government in 2017 of insufficient Human and Financial Resources and the disputes of the various Administrative Authorities, and the failure to implement monitoring of the development process, constituted the bottom line in the development challenges that Tanzania demands. Accordingly, the topic aims to monitor the sustainable development plan for Stone Town, its problems, and the obstacles that delayed UNESCO in the success of its experiment. Inquiring about the real reasons that delayed the project? How can it be avoided in the future? In this context, the study was divided into Four main Axes: First- The Historical Background of the development path in Stone Town in the period from 1923-1999. Second- The Stone Town development file in the UNESCO Papers in 2000. Third- The UNESCO Experience and the Obstacles to development in the city 2001-2018. Fourth- Problems of the Solution and the future of Experience.
