المستخلص: تتزايد أهمية المنظمات الدولية يوما بعد آخر باعتبار ما تهدف إليه من حفظ السلم والأمن الدوليين، ومن ثم تحقيق العدالة والرفاهية لجميع شعوب الكرة الأرضية، وترجع أهميتها إلى أكثر من زاوية؛ حيث تضم في عضويتها أغلبية -إن لم تكن- كل دول العالم، فضلا عن عدم اقتصارها على المجال السياسي واهتمامها بكل ميادين العمل البشري كدعائم للتقريب بين الدول؛ سعيا نحو تحقيق الغاية المثلى من إنشائها، وهي حفظ السلم والأمن الدوليين. ويعد نظام العضوية أهم قواعد أية منظمة دولية؛ حيث يقوم بتحديد شكل المنظمة وإرادتها والدول التي تسهم في تكوين هذه الإرادة، فضلا عما تتضمنه من جزاءات تدعم اتجاهي سلطة المنظمة وسيادة الدولة اللذين يتنازعان التنظيم الدولي بشكل مستمر. ولذلك تسهم الجزاءات في توازن الأوضاع واستقرارها في داخل المنظمات الدولية؛ حيث تعتبر الأساس الذي يضفي الفاعلية على مبادئها ويحقق الاستقرار والاحترام لقراراتها ويوفر الأمن والطمأنينة لأعضائها؛ مما يجعلها من أهم أدوات تحقيق المنظمة لأهدافها. وإذا كان الأصل أن العلاقة بين المنظمة وأعضائها قائمة على الثقة المتبادلة والرغبة المشتركة في نجاح المنظمة لأنه حتما سيعود بالفائدة على كليهما، إلا أن الأمر لا يسلم من حدوث ما يعكر صفو هذه العلاقة بانتهاك ميثاق المنظمة من قبل أعضائها، أو حال عجز المنظمة عن تحقيق طموحات الدول الأعضاء. ومن هنا تبدو أهمية الحاجة إلى وجود نظام مؤثر للجزاءات في المنظمات الدولية؛ ليتولى مهمة إعادة العلاقة بين المنظمة وأعضائها إلى سابق عهدها والحفاظ على التوازن في العلاقات بين ما يجب أن تتمتع به المنظمة من سلطة وما ينبغي أن يتوفر لأعضائها من سيادة، مما يمكن المنظمة بفضل تعاون أعضائها معها من تحقيق ما تصبو إليه.

The importance of international organizations is increasing day after day in view of their aim of maintaining international peace and security, and then achieving justice and well-being for all peoples of the globe, and their importance is due to more than one angle; As it includes in its membership the majority- if not- of all the countries of the world, in addition to not being limited to the political field and its interest in all fields of human work as pillars of rapprochement between countries; In order to achieve the ideal goal of its establishment, which is maintaining international peace and security. The membership system is the most important rule for any international organization. Where he defines the form of the organization and its will and the countries that contribute to the formation of this will, as well as what it includes of sanctions that support the two directions of the authority of the organization and the sovereignty of the state, which are constantly in conflict with the international organization. Therefore, the sanctions contribute to the balance and stability of the situation within the international organizations. As it is considered the basis that gives effectiveness to its principles, achieves stability and respect for its decisions, and provides security and reassurance to its members; Which makes it one of the most important tools for the organization to achieve its goals. And if the principle is that the relationship between the organization and its members is based on mutual trust and a common desire for the success of the organization because it will inevitably benefit both of them, but the matter does not escape the occurrence of something that disturbs the peace of this relationship by violating the charter of the organization by its members, or if the organization is unable to achieve its ambitions Member States. Hence the importance of the need to maintain a balance in the relations between what the organization should enjoy in terms of authority and what should be available to its members in terms of sovereignty, which enables the organization, thanks to the cooperation of its members with it, to achieve what it aspires to.
