قبل الإعلان عن أجندة (2030)، فقد نص الدستور العراقي على قيم دستورية انسجمت إلى حدٍ كبير مع روح أهداف التنمية المستدامة، إذ تضمن مواد دستورية نصت على تعزيز الحكم الرشيد والمساواة وحقوق الإنسان وعدم استبعاد أية فئة من فئات المجتمع أو قومياته. وقد شكلت هذه النصوص الدستورية تقدمًا كبيرًا في مجالات حقوق الإنسان في التعليم والصحة والرعاية الاجتماعية والحق في التنمية المستدامة، فضلًا عما تضمنه من نصوص تعنى بتعزيز الحكم الرشيد والمساواة والعدالة. وعليه يمكن القول: إن الدستور العراقي الذي أقر عام (2005)، قد راعى حقوق الجميع وعدم ترك أحد يتخلف عن الركب. وعلى الرغم من العقود التي واجهت البلاد وما نتج عنها من مشكلات وتحديات عديدة وما ترتب عليها من الدمار والانهيار شبه التام للاقتصاد العراقي وبناه التحتية، إلا أن هناك ما يبعث على الأمل والتفاؤل من أمكانية تخطى هذه المرحلة المظلمة من خلال نجاح العراق في السعي الحثيث لتحقيق تقدم محرز في أهداف التنمية المستدامة، وإن البحث يهدف إلى إيجاد الحلول للمشكلات والتحديات التي يعاني منها البلد، وعلى جميع الأصعدة، سواء أكانت اقتصادية أم بيئية أم اجتماعية أم سياسية، والحاجة الماسة إلى حلول لهذه المشكلات الأنية والمستقبلية، فكانت أهداف التنمية المستدامة هي الحل الأهم والأمثل، الذي التجأ إليه العالم والعراق منه، لشمولية أهدافها وسعة مجالات اهتمامها من ناحية، ورؤيتها المستقبلية من الناحية الأخرى، وعديد الفرص المتاحة أمام البلاد، التي ينبغي السير فيها للوصول نحو إحراز تقدم كبير في تحقيق أهداف الأجندة.
Prior to the announcement of the Agenda (2030), the Iraqi constitution stipulated constitutional values that were largely in line with the spirit of the sustainable development goals, as it included constitutional articles that stipulated the promotion of good governance, equality and human rights, and not excluding any group of society groups or nationalities. These constitutional texts constituted significant progress in the areas of human rights in education, health, social care and the right to sustainable development, in addition to the texts they contained in promoting good governance, equality and justice. Despite the decades that the country has faced and the resulting many problems and challenges, and the consequent destruction and almost complete collapse of the Iraqi economy and its infrastructure, there is hope and optimism about the possibility of overcoming this dark stage through Iraq’s success in its relentless pursuit of progress. achieved in the sustainable development goals, and the research aims to find solutions to the problems and challenges facing the country, and at all levels, whether economic, environmental, social or political, and the urgent need for solutions to these immediate and future problems, the sustainable development goals were the most important and optimal solution Which the world and Iraq have resorted to, due to the comprehensiveness of its objectives and broad areas of interest on the one hand, and its future vision on the other hand, and the many opportunities available to the country, which should be traversed to reach significant progress in achieving the goals of the agenda.
