المستخلص: يعد البحث الحالي محاولة تحليلية نقدية للخطة الاستراتيجية لجامعة بنها (2017/ 2022) في ضوء رؤية مصر ٢٠٣٠؛ للوقوف على ما تتمتع به من إيجابيات، وما يشوبها من سلبيات، والكشف عن مدى استيفائها للأسس والمعايير العلمية المتعلقة ببناء الخطة الاستراتيجية في ضوء هذه الرؤية، ومدى ارتكازها على التشخيص العلمي والدقيق للبيئة الداخلية والخارجية المحيطة. لذا سعى البحث إلى تعرف الفلسفة الحاكمة لاستراتيجية التنمية المستدامة رؤية مصر ٢٠٣٠، وأهم أبعادها، وعرض ملامح ومحددات الخطة الاستراتيجية لجامعة بنها (٢٠١٧- ٢٠٢٢)، وحدد أهم المعايير العلمية التي يمكن استخدامها في تحليل ونقد هذه الخطة ثم حلل الخطة، ونقدها بناء على تلك المعايير في ضوء رؤية مصر ٢٠٣٠م، واستخدام البحث المنهج الوصفي التحليلي، والمنهج النقدي، وتوصل البحث إلى أن الخطة الاستراتيجية لجامعة بنها غير قادرة على مواكبة طموحات رؤية مصر ٢٠٣٠، وذلك في ضوء ما تم عرضه بالإطار النظري الخاص بالأهداف الاستراتيجية الطموحة في رؤية ٢٠٣٠ وآليات التنفيذ التي تمت الإشارة إليها لتحقيق هذه الأهداف، كما توصل البحث إلى أن وثيقة الخطة الاستراتيجية لجامعة بنها (2017/ 2022)، تعاني ضعفا منهجيا واضحا، حيث لم يراع فيها توافر الشروط الفنية والأسس العلمية التي يلزم الاعتماد عليها في بناء الخطة الاستراتيجية، إضافة إلى أن الخطة الاستراتيجية لجامعة بنها (٢٠١٧/ 2022)، قد شابها القصور في تحليل وتشخيص البيئتين الداخلية والخارجية للخطة الاستراتيجية، وجاء التحليل قاصرا بنسبة كبيرة، وأوصى البحث بضرورة إعادة النظر في الخطة الاستراتيجية لجامعة بنها؛ حتى تتمكن من مواكبة الرؤية، بحيث يقوم بإعدادها أهل الاختصاص من ذوي الكفاءة والخبرة والمهتمين بالصالح العام، ليتحقق النجاح والتقدم المنشود في ميدان التخطيط الاستراتيجي للتعليم الجامعي.

The current research is an analytical and critical attempt of the strategic plan of Benha University (2017 / 2022) in Egypt's vision 2030; To find out its advantages and disadvantages, and to reveal the extent to which it meets the scientific bases and standards related to building the strategic plan in the light of this vision, and the extent to which it is based on a scientific and accurate diagnosis of the surrounding internal and external environment. Therefore, the research sought to identify the governing philosophy of the sustainable development strategy, Egypt’s Vision 2030, and its most important dimensions, presenting the features and determinants of the Benha University strategic plan (2017-2022), and identifying the most important scientific criteria that can be used in analyzing and criticizing this plan, then analyze the plan, and criticize it based on the These criteria are in the light of Egypt’s Vision 2030, and the research’s use of the descriptive analytical approach, and the critical approach, and the research concluded that the strategic plan of Benha University is unable to keep pace with the aspirations of Egypt’s Vision 2030, in light of what was presented in the theoretical framework of the ambitious strategic goals in Vision 2030 and the mechanisms The implementation that was referred to to achieve these goals, and the research also found that the strategic plan document of Benha University (2017/2022), suffers from a clear methodological weakness, as it did not take into account the availability of technical conditions and scientific foundations that need to be relied upon in building the strategic plan, in addition to The strategic plan of Benha University (2017/2022) was similar to the shortcomings in analyzing and diagnosing the internal and external environments of the strategic plan. Consider the strategic plan of Benha University; So that it can keep pace with the vision, so that it is prepared by qualified and experienced people who are interested in the public interest, in order to achieve the desired success and progress in the field of strategic planning for university education
