المستخلص: هدفت الدراسة إلى قياس واقع الأداء الإداري للقيادات بالإدارات التعليمية بمحافظة كفر الشيخ، ومعرفة واقع الأداء الإداري، والكشف عن المشكلات والتحديات التي تواجه القيادات بالإدارات التعليمية، وتحديد نواحي القوة وتعزيزها، ونواحي الضعف وعلاجها، ثم محاولة تطوير هذا الأداء، كما تناولت الدراسة تحليل مفهوم الأداء الإداري ثم وضع تصور مقترح لتطوير الأداء الإداري للقيادات بالإدارات التعليمية، واستخدمت الدارسة المنهج الوصفي التحليلي. ولتحقيق أهداف الدراسة تم بناء استبانة مكونة من (60) فقرة ومقسمة على ثمان أبعاد هي (القيادة الإدارية، التخطيط والتنظيم، التنمية المهنية، اتخاذ القرار، العلاقات الإنسانية، تكنولوجيا المعلومات والاتصالات، التفويض، التمكين الإداري)، وتم تطبيق الاستبانة على عينة طبقية عشوائية من مديري المراحل التعليمية، ورؤساء الأقسام، والعاملين بالإدارات التعليمية، وبعض مديري المدارس، ووكلائهم، وبعض المعلمين والمعلمات ببعض الإدارات التعليمية بمحافظة كفر الشيخ، حيث تم اختيار(41) مدرسة من أصل (٣٩٠) مدرسة بنسبة لا تقل عن ١٠% من إجمالي مدارس (٣) ثلاث إدارات تعليمية بمحافظة كفر الشيخ، وخلصت الدراسة لمجموعة من النتائج أهمها وأبرزها أن درجة استجابات أفراد عينة الدراسة على أبعاد الاستبانة مجملة كانت تتحقق بدرجة متوسطة بالنسبة لكل الأبعاد، على الرغم مما قد يوجد من تفاوت بسيط بينها، حيث تراوح الوزن النسبي لإجمالي عبارات الأبعاد المختلفة بالاستبانة ما بين (1.65)، و(1.78)، كما بلغت نسبة التحقق على الاستبانة مجملة 57.07%.

The study aimed to measure the reality of the administrative performance of leaders in the educational administrations in Kafr El-Sheikh governorate, and to know the reality of administrative performance, and to reveal the problems and challenges facing the leaders in the educational administrations ,and to identify and enhance strengths, and areas of weakness and their treatment, and then try to develop this performance. The study also dealt with analyzing the concept of administrative performance. Then a proposed vision was developed to develop the administrative performance of leaders in educational departments, and the study used the descriptive analytical approach. To achieve the objectives of the study, a questionnaire consisting of (60) items was built and divided into eight dimensions (administrative leadership, planning and organization, professional development, decision-making, human relations, information and communication technology, delegation, administrative empowerment), and the questionnaire was applied to a random stratified sample. From the directors of educational stages, heads of departments, employees of educational administrations, some school principals and their agents, and some teachers in some educational departments in Kafr El-Sheikh Governorate, where (41) schools were selected out of (390) schools, with a percentage of not less than 10% of the total of three schools. Educational administrations in Kafr El-Sheikh Governorate, and the study concluded with a set of results, the most important and most prominent of which is that the degree of responses of the study sample members to the dimensions of the questionnaire as a whole was achieved to a medium degree for all dimensions, despite what may exist from a slight discrepancy between them, where the relative weight of the total terms of the different dimensions ranged in the questionnaire between (1.65) and (1.78), and the verification rate on the questionnaire was 57.07%.
