|a تكمن مشكلة هذا البحث في أن عددا من الجامعات السودانية أنشأت مراكز علمية متخصصة منوط بها القيام بمهمة الفتوى للمنتسبين إليها ولغيرهم من عامة المسلمين في البلد الذي تكون فيه الجامعة؛ حيث تؤثر كثير من هذه المراكز في صناعة الفتوى وتوجيه المسلمين، وحل الإشكالات مما يؤكد ضرورة التعريف بها والبحث عن سبل رقيها وتطويرها، والوقوف على جهودها وكيفية صناعة الفتوى فيها، وتظهر أهمية هذا البحث في كونه متعلقا بالفتوى والإفتاء، ولا تخفي أهمية الفتوى والمفتي وحاجة الناس إليهما لرد ما يشكل عليهم في أمور دينهم ودنياهم، ويزداد البحث أهمية في ارتباطه بهذه المراكز التي تخدم المجتمع، وتسهم في ربط نسيجه ورتق ما خرقته الخلافات الأسرية وغيرها؛ فتعمل هذه المراكز على إفتاء السائلين الواقعين في محيط الجامعة أو منطقتها، ومن ثم يتعافى المجتمع وينصلح أمره ببركة العلم وعظيم نفعه، والمنهج المستخدم في هذا البحث هو المنهج الاستقرائي التحليلي، وتبين من هذه الدراسة أن الذي يباشر الإفتاء في هذه المراكز هم أعضاء هيئة التدريس المتخصصين في العلوم الشرعية، وريما استعانوا ببعض التخصصات الأخرى إذا لزم الأمر، وأن مراكز الفتوى القائمة لم يكن عملها متمحضا في الإفتاء فحسب؛ بل بعضها يعمل على الدراسات والبحوث، وتسيير القوافل الدعوية والعمل التوعوي، وأن مراكز الفتوى القائمة بمؤسسات التعليم العالي قليلة جدا لا تكاد تساوى ولا واحدا في المائة مقارنة بعدد الجامعات الموجودة في السودان، وأوصى الباحث إدارات الجامعات العناية بهذه المراكز، وتبني برامجها وتنفيذ خططها، وتعيين الأكفاء عليها.
|b The problem of this research is that a number of Sudanese universities have established specialized scientific centers entrusted with the task of fatwa for their affiliates and other Muslims in the country where the university is located, where many of these centers affect the fatwa industry and guide Muslims, and solve problems, which confirms the need to define them and search for ways to promote and develop them, and stand on their efforts and how to make a fatwa in them, and the importance of this research appears in being related to fatwa and fatwa, and the importance of the fatwa and the mufti is not hidden And the need of people to respond to what constitutes them in matters of their religion and their world, and the research is increasingly important in its association with these centers that serve the community, and contribute to linking its fabric and darning what has been violated by family disputes and others, so these centers work to fatwa the questioners located in the vicinity of the university or its region, and then the community recovers and resolves its matter with the blessing of science and its great benefit, and the method used in this research is the inductive analytical approach, and it was shown from this study that those who initiate fatwas in these centers are members of The teaching staff specialized in forensic sciences, and may have used some other disciplines if necessary, and that the existing fatwa centers were not only working in fatwas, but some of them work on studies and research, and the conduct of advocacy convoys and awareness work, and that the existing fatwa centers in higher education institutions are very few, hardly equal to one percent compared to the number of universities in Sudan, and the researcher recommended university administrations to take care of these centers, adopt their programs, implement their plans, and appoint qualified people on them.
