المستخلص: تولى الناصر لدين الله الحكم في مرحلة حرجة من عمر الخلافة العباسية، حيث بدأت بوادر التحرر من سيطرة السلاجقة تؤتي أوكلها. تلك الجهود بدأت مع عهد الخليفة المقتفي، وكللت في عهد الناصر عام (590هـ 1193م) تولى الناصر الحكم والمجتمع منقسم على نفسه أحزابا متنافرة، مقرونا ذلك بغياب دور العلماء والتي تعد بمثابة " الفئة الضابطة" لمسيرة المجتمع، حيث انحاز كل منهم إلى أتباع مذهبه. هذا الفراغ أدى إلى بروز قوى شعبية كحركات الفتوة التي عبرت كل منها عن مصالح فئات أو أشخاص، تتقاتل وتتصارع لتحقيق أهدافها، مما انعكس سلبا على وحدة المجتمع واستقراره. في هذا الجو القلق تولى الناصر الحكم، وكان عليه أن يمارس صلاحياته ومسؤولياته على أنه خليفة للجميع، فقد رسم سياسته على تقريب الفئات المختلفة، وإعادة دمجها. بدأ بالعلماء بكافة مذاهبهم وأطيافهم، وكذلك المتصوفة بشتى اتجاهاتهم بل لجأ في البدايات إلى " مداراتهم" إلى أن استطاع جمعهم كقوة فاعلة وداعمة لجهوده، ثم عمل على السيطرة على القوى الشعبية المسلحة (تنظيمات الفتوة) بعد أن روض زعمائها، مما دفعه عام (604هـ 1207م) إلى إصدار مرسوم خلافي يقضي بتوحيد هذه التنظيمات بمنظمة واحدة تأتمر بأمره، ينظمها ويضبط عمل أفرادها دستور، صاغه الفقيه ابن المعمار والذي عرف بـعهد " الفتوة". وقد انعكست تلك السياسة إيجابيا على علاقاته مع الأقاليم الإسلامية لا سيما مع الدولة الأيوبية.

Those efforts began with the era of Caliph al Muqtafi, and culminated in the era of al-Nasir in the year (590 AH / 1193 AD) “the Sultanate House in Baghdad.” Al-Nasir assumed power, when the society was divided into discordant parties. This is coupled with the absence of the role of scholars, who are the "control group" for the march of society. This vacuum led to the emergence of popular forces such as the bully movements, each of these forces expressed the interests of a group of people, fighting and jostling to achieve their goals, which negatively affected the unity and stability of society. In this anxious atmosphere, Al-Nasir assumed power, and he had to exercise his powers and responsibilities as a Caliph to all. He started by rounding up the different categories. He began with scholars of all sects. Asked for their agreement, until he was able to gather them as an effective and supportive force for his efforts, then he worked to control the armed popular forces (the bully Organizations) after taming their leaders. Which prompted him in the year (604 AH / 1207 AD) to issue a Caliphas decree to unite these organizations into a single organization under his command, regulating and regulating the work of its members. It is regulated and the work of its members is governed by a constitution, drafted by the jurist Ibn al- almiemar, who was known as the “alfutua” era. This policy reflected positively on his relations with the Islamic regions, especially with the Ayyubid state.
