|b Children libraries play crucial role as cultural and social institutions, contribute in building child personality and widening his/her view for world around him/her and on life they will live now and then. For this reason most progressive countries take care of developing children libraries and planning their services that meet their users needs, cultural, educational, or social needs. These libraries aims at helping children gain skills and knoeledge which aid in having an appropriate emotional, intellectual and knowledgeable level for the citizens of the society in future. The study explains these matters by reviewing the philosophy of children libraries, their services, programs, goals, plans, eductional and cultural role, as well as their collections and cultural programs.
