|a لقد أدى التطور الهائل في دور الدولة، إلى تشعب أوجه الإنفاق، وتضخم النفقات العمومية، بصورة أسهمت في تغشي ظاهرة الفساد المالي والإداري، وتنامي تلك الظاهرة على مختلف الأصعدة المحلية والإقليمية والدولية، مستهدفة المساس بالمال العام والاستيلاء عليه بكافة الطرق الاحتيالية بغية تخريب الاقتصاد، فكان من اللازم العمل على تنظيم هذا الإنفاق، وإيجاد آليات محددة تضمن حسن استعمال هذه الأموال وحمايتها عن طريق إنشاء هيئات أو مؤسسات عامة، تقوم بالتخطيط لأوجه إنفاق المال العام، والرقابة على كيفية إنفاقه، وصيانته وحمايته من أي اعتداء يؤدي به إلى التبديد والضياع، وليكون هدفا بعيدا أو صعب المنال عن أيدي العابثين به. وتجاه ذلك أصبحت قضية حماية المال العام من الفساد قضية دولية أولتها الدول عناية خاصة.
|b The tremendous development in the state’s role has led to the complexity of spending aspects and the inflation of public expenditures, in a way that contributed to the spread of the phenomenon of financial and administrative corruption, and the growth of this phenomenon at the various local, regional and international levels, aiming at compromising public money and seizing it by all fraudulent means in order to sabotage the economy. It is necessary to work on regulating this spending, and to find specific mechanisms to ensure the proper use and protection of these funds by establishing public bodies or institutions that plan the aspects of spending public money, control how it is spent, maintain and protect it from any aggression that leads to waste and loss, and to be a target away or inaccessible to abusers. In this regard, the issue of protecting public money from corruption has become an international issue to which countries have given special attention.
