المستخلص: تبحث هذه الدراسة في طبيعة وحدود علاقات التعاون اللامركزي التي أقامتها الجماعات الإقليمية الجزائرية مع نظيرتها الأجنبية، وذلك في إطار المتغيرين التاليين: متطلبات السيادة وإرادة التنمية. وتبرز النتائج التي توصلت إليها بأن اعتراف هذه الجماعات بدور هذا النمط من التعاون في تفعيل وتحقيق التنمية المحلية، شجعها على تجاوز هاجس السيادة، وهو ما يتضح في جانبين: الجانب الأول، تفسره الاتفاقات المبرمة بين الطرفين في هذا المجال، والجانب الثاني، تبينه المشاريع المنجزة.

This study aims to identify the nature and limits of relations of decentralized cooperation between Algerian Territorial communities and their homologue abroad through two variables; sovereignty and development. This study concludes that the recognizing of the growing importance of this type of cooperation in boosting local development has encouraged local communities to overcome the obsession with sovereignty, which is reflected by the agreements reached and by the concrete projects in this area.

La présente étude examine la nature et les limites des relations de coopération décentralisée entre les collectivités territoriales algériennes avec leurs homologues étrangères, dans le cadre de deux variables: la souveraineté et le développement. Ses résultats montrent que la reconnaissance du rôle de ce type de coopération dans la réalisation du développement local les a incités à surmonter leur obsession de la souveraineté, comme en témoignent les accords conclus, ainsi que les projets menés dans ce domaine.
