المستخلص: إن موجة العمليات الإرهابية لم تندلع دفعة واحدة في مصر وغيرها وإنما مرت بحركات تطور واضحة المعالم. وعلى الرغم من أن كل مرحلة كان يمكن أن تشهد تجاور عدة أشكال من العمليات الإرهابية، إلا إن الأوزان النسبية لتلك العمليات كانت تتفاوت فيما بينها، بحيث يبدو كما لو أن كل مرحلة كانت تشهد بروز نمط محدد للعملات الإرهابية وقد مثل ميلاد جماعة الإخوان المسلمين عام ١٩٢٨ بروز ظاهرة الإسلام السياسي، كما أن تلك الجماعة مسؤولة مسؤولية كاملة عن كل الامتدادات التي خرجت منها أو تفرعت عنها بما في ذلك المتشددة والمعتدلة منها، وهي التي مكنت الظاهرة أن تنتشر كالنار في الهشيم بسبب فروعها القطرية ودعوتها البراقة التي لقيت استجابة كبيرة في ظل ضعف العالمين العربي والإسلامي وتراجع المؤسسات الدينية الرسمية، كما أن انهيار المشروع القومي سمح لها بمزيد من التنامي والازدهار، كما إن المواجهة بين الجماعة وبين نظام عبد الناصر في مصر أكسبها ذيوعا وانتشارا وتعاطفا بين المسلمين في أرجاء العالم، كما كان هناك استخبارات أجنبية وقفت داعمة لها ومؤيدة لدورها.
