المستخلص: أدركت مختلف مؤسسات التعليم العالي أهمية الإبداع والابتكار والدور الرئيسي الذي يؤديانه في إحداث التغيير المطلوب في تطوير أداء المنظومة التعليمية بأكملها ومنها المكتبات الجامعية لرفع فاعليتها وقدراتها لتعريز الموقع التنافسي في تصنيفات الجامعة العالمية، والوصول إلى التمييز الريادي، حتى بات الإبداع والابتكار منهج وأسلوب عمل المكتبات الناجحة لتحقيق أهدافها، ويهدف الباحثان إلى تسليط الضوء على الإبداع والابتكار في أقسام الأداء الفني للمكتبات المركزية الجامعية وبشكل خاص قسم الفهرسة باعتباره أكثر الأقسام تأثرًا بالتطورات الحديثة وما هي أهم التقانين الحديثة فيه في جميع مفاصل هذا القسم من فهرسة وصفية وموضوعية وضبط استنادي ليتم الوصول إلى القسم الثاني من الدراسة والذي يشمل الدراسة الميدانية لواقع الفهرسة في المكتبة المركزية لجامعة الموصل كنموذج للمكتبات المركزية الجامعية العراقية ولمعرفة مدى تطبيقها لهذه التطورات. استخدم الباحثان المنهج المسحي الوصفي في دراستهما وتوصلت إلى عدة نتائج كان من أهمها أنه على الرغم من إنشاء المكتبة المركزية لجامعة الموصل لفهرس جديد كليًا وقامت ببنائه عبر نظام كوها وإتاحته عبر موقعها الرسمي على شبكة الإنترنت إلا أننا نجد المكتبة تستخدم ذات الأدوات الخاصة بالضبط الببليوغرافي والتحليل الموضوعي، وهذا قد يشكل خطرًا على الفهرس من الوقوع بذات الثغرات القديمة التي كان يعاني منها. أما أهم التوصيات فتمثلت بضرورة توفير ميزانية للمكتبات لاستثمارها في هذا المجال فضلاً عن أهمية توفير كوادر مؤهلة لتطبيق مثل هذه النماذج.

Various higher education institutions have realized the importance of creativity and innovation and the main role they play in bringing about the required change in developing the performance of the entire educational system, including university libraries, to raise their effectiveness and capabilities to enhance the competitive position in the global university rankings, and to reach pioneering distinction, so that creativity and innovation have become the approach and style of work for libraries. successful in achieving its goals, The two researchers aim to shed light on creativity and innovation in the technical performance departments of the university central libraries, in particular the Cataloging Department, as the departments most affected by recent developments and what are the most important modern technologies in it in all the joints of this section of indexing, descriptive, objective and authoritative control in order to reach the second section of the study, which includes the study The field of cataloging reality in the central library of the University of Mosul as a model for the Iraqi university central libraries In order to find out the extent of their application to these developments, the two researchers used the descriptive survey method in their study and reached several results, the most important of which was that despite the establishment of the central library of the University of Mosul for a completely new index and it built through the Koha system and made it available through its official website on the Internet, we find the library is using the same The tools for bibliographic accuracy and objective analysis, and this may pose a risk to the index from falling into the same old loopholes that it was suffering from. The most important recommendations were the need to provide a budget for libraries to invest in this field, as well as the importance of providing qualified cadres to apply such models.
