المستخلص: إن السلطة التنفيذية متمثلة بالحكومة والهيئات الإدارية الأخرى، هي الإدارة العامة في البلاد التي يتوجب عليها التدخل والمبادرة بما تملكه من سيادة وسلطة عامة تتيح لها سلطة القيام بالأعمال والأمر والنهي والإلزام وغيرها من امتيازات السلطة العامة، لغرض تحقيق الهدف الذي تسمو إليه ألا وهو تحقيق المصلحة العامة وحماية النظام العام في البلاد وإشباع الحاجات العامة من خلال نشاطها الإداري المتمثل بالمرافق العامة والضبط الإداري، لذا هي مسؤولة عن مواجهة كل مشكلة أو موضوع ممكن أن يحول دون تحقيق هدفها السامي هذا، ولما كانت قضية الأمن الغذائي اليوم من أهم القضايا التي تشغل دول ومنظمات العالم، لاسيما في بلدنا العراق، الذي يتعرض لموجة من التغيير المناخي والتصحر، إضافة إلى الزيادة السكانية المتعاقبة والأزمات التي مر بها بلدنا، الأمر الذي يتطلب وضع الدراسات والحلول في هذا الجانب، لاسيما الحلول القانونية ووظيفة الإدارة في حماية الأمن الغذائي، فقدرة الإدارة على مواجهة الموقف ووضع الاستراتيجية اللازمة لهذه المشكلة والأزمة الكبيرة، بالتأكيد سوف يرسي بالجميع إلى بر الأمان قيادة وشعب ودولة، فوظيفة الإدارة من أهم الوظائف في الدولة، تلك الوظيفة التي تتمثل بالنشاط الإداري الذي تقوم به السلطة التنفيذية في البلاد من أجل إدارة الدولة، وإشباع الحاجات العامة وتأمين طلبات الجمهور لاسيما الأساسية منها والتي تتعلق بحياتهم ووجودهم وصحتهم، ومنها توفير الغذاء الكافي والصحي، فهذا العنصر المهم بدون توافره وحمايته من قبل الهيئات الإدارية المختصة سوف نكون أمام أزمة حقيقة تعرض النظام العام للخطر في البلاد، الأمر الذي يؤثر على الأمن بصورة عامة، ويشيع الاضطراب والفوضى، ويوضح عدم قدرة الإدارة على إدارة الدولة وحماية النظام العام والمصالح العامة، لذا تخصصت هذا الدراسة التي تشكل الأولى من نوعها في القانون الإداري بدراسة وظيفة الإدارة في حماية الأمن الغذائي من خلال التعريف بهذه الوظيفة ودراسة سندها القانوني، وبيان أساليب الإدارة في تحقيق هذه الحماية.

Protecting public order in the country and satisfying public needs through its administrative activity represented in public utilities and administrative control, so it is responsible for confronting every problem or issue that may prevent the achievement of this lofty goal, Since the issue of food security today is one of the most important issues that occupy countries and organizations in the world, especially in our country Iraq, which is exposed to a wave of climate change and desertification, in addition to the successive population increase and crises that our country has experienced, which requires the development of studies and solutions in this aspect, especially Legal solutions and the function of management in protecting food security, the ability of the administration to confront the situation and develop the necessary strategy for this problem and the great crisis, will certainly establish everyone to safety, leadership, people and state. the executive authority in the country for the administration of the state, Satisfying the public needs and securing the public’s demands, especially the basic ones related to their life, existence and health, including the provision of adequate and healthy food. Without its availability and protection by the competent administrative bodies, we will face a real crisis that exposes the public order to danger in the country, which affects security in a way In general, disorder and chaos are common, and it shows the inability of the administration to manage the state and protect public order and public interests, so this study, which is the first of its kind in administrative law, specializes in studying the function of management in protecting food security by defining this job and studying its legal basis, and showing management methods in achieving this protection.
