| 520 | |a في إطار الانفتاح السياسي والاقتصادي الذي شهدته الجزائر أصبح لفواعل الحوكمة (مجتمع مدني فعال، قطاع خاص تنافسي...) دورا أساسيا في ترقية الخدمة العمومية ونشر مبادئ ومقومات دولة القانون باعتبارها قطاعات وفواعل جديدة يمكن تمييزها عن الدولة، لذا نجد اهتمام الجزائر بدأ جليا بهذا الدور الداعم والمساند لدور الدولة في مسار بناء دولة القانون. وبذلك تهدف هذه الورقة البحثية إلى تسليط الضوء على دور فواعل الحوكمة في الجزائر، والمعوقات التي تقف في مسار اعتمادها كطرف مشارك في بناء دولة القانون وتكريس مقوماتها وقيمها بالجزائر. |b In the context of political and economic liberlization that witeness Algeria, the actors of governance (effective civil society, competitive private sector...) have a fundamental role in the promotion of the public service and the dissemination of the principles of the State of Law. Because they are considered as new sectors and actors that can be distinguished from the State. Algeria's interest in the process of construction the State of Law has been evident. The present paper aims to highlight the role of governance actors in Algeria and the obstacles that stand in the way of its adoption as a part in the construction and establishment of the State of Law and the enshrinement of Algeria's principles and values. | ||
