يمثل العنصر البشرى الثروة الحقيقية لأي مجتمع من المجتمعات، بما يسهم في دعم عمليات التنمية المستدامة وتحقيق العائد الحقيقي للاستثمار في الطاقات الفكرية والبشرية بما يجعلها حلقة مستمرة في النمو تستهدف تطوير جميع الموارد البشرية بشكل أكثر فاعلية، ومع سرعة التقدم وتعقد مجالات التكنولوجيا في عصر المعلومات، أصبح الإنسان في حاجة إلى عقول مفكرة ومبدعة ومتفوقة بل وفائقة لتأتى بحلول أصيلة جادة وجديدة. والمتفوقون لديهم قدرات ومواهب خاصة تمكنهم من الوصول إلى مستوى أداء متميز في مجال أو أكثر إلا أنه قد يصعب تحقيق ذلك نظرا لما قد يواجههم من مشكلات تحول دون ظهور تلك القدرات، كما أن البرامج الدراسية العادية قد تخفق في اكتشاف ما لديهم من طاقات ومواهب خاصة، مما يجعلهم عرضة للتجاهل والإهمال، ومن ثم يفقد المجتمع تلك القدرات التي تعد بمثابة عدته للرقى والتطور، وعليه زاد الاهتمام بهذه الفئة من قبل المسؤولين والمختصين للعمل على فهم طبيعة هذه الفئة، وإعداد الأدوات المناسبة اللازمة لتحديد ما يوجد لديهم من قدرات، واستعدادات ومواهب، ومن ثم توفير البرامج التربوية. والتدريبية اللازمة لتنميتها واستثمارها والاستفادة منها. ومن ثم جاء البحث الحالي لوضع تصور مقترح لتربية وتعليم المتفوقين في ضوء التوجهات الحديثة، والتي يمكن الاستفادة منها في توفير البيئة التربوية مناسبة لهذه الفئة، من خلال عرض إطار فكري للتفوق والمتفوقين، وتناولت فيه الباحثة مفهوم التفوق والمتفوقين، التطور التاريخي لتربية وتعليم والمتفوقين، وخصائصهم، وأهداف رعايتهم، وأساليب اكتشافهم، استراتيجيات الرعاية التربوية المتفوقين، وكذلك عرض موجز لبعض التوجهات الحديثة في تربية وتعليم المتفوقين، وقد تم تناول ستة اتجاهات هي: نظام تعليم STEM، المراكز الريادية، جامعة الطفل، نوادى العلوم، الجامعات البحثية، حدائق العلوم.
The human element is the real wealth of any society, which contributes to supporting sustainable development processes and achieving the real return on investment in intellectual and human abilities, making it a continuous cycle of growth aimed at developing all human resources more effectively, and with the speed of progress and the complexity of technology fields in the information age. Human being has become in need of thinking, creative, and even superior minds to come up with genuine, serious and new solutions. The top students have special abilities and talents that enable them to reach an outstanding level of performance in one or more areas, but it may be difficult to achieve this due to the problems they may face that prevent their abilities, and the normal study programs may fail to discover their special abilities and talents. Which makes them vulnerable and to be neglected, and then society loses those capabilities that serve as its means for advancement and development, and accordingly, the interest in this category has increased by officials and specialists to work on understanding the nature of this category, and prepare the appropriate tools necessary to determine what they have of capabilities, preparations and talents, and from Then provide the educational and training programs necessary to develop, invest and benefit from them. so the current research aimed to develop a proposed vision for the education and instruction of outstanding students in the light of modern orientations, which can be used to provide a suitable educational environment for this category, by presenting an intellectual framework for excellence and the top students, in which the researcher dealt with the concept of excellence and the top students, the historical development of education and instruction of the top students, their characteristics, the objectives of their care, the methods of their discovery, and the strategies of educational care for them, as well as a brief presentation of some modern orientations in the education and instruction of them. The Six directions were discussed: the STEM education system, pioneer centers, The university of children, science clubs, research universities, science parks.
