المستخلص: هذه الورقة البحثية والتي هي بعنوان رؤى استراتيجية حول تطوير السياحة بالولاية الشمالية بالسودان تهدف إلى إعمال الفكر الاستراتيجي الذي من خصائصه تصور الحلول لقضايا معقدة من خلال رؤى يمكن تحويلها إلى تخطيط استراتيجي يقوم تنفيذه على المرحلية والتدرج كما تهدف إلى الخروج من أسر التفكير والتخطيط النمطي التقليدي الذي لا يواكب الانتقال المتسارع في حراك المجتمعات والتقنية والتي هي سمة هذا العصر كما تهدف إلى إيجاد رؤى وتصور وخطط محكمة لكيفية الاستغلال الأمثل للموارد السياحية المتنوعة بالولاية الشمالية بالسودان من خلال برنامج يحتوي على سلة متنوعة من المناشط السياحية لصالح ترقية المجتمعات المحلية مجتمعا واقتصادا وتوفير فرص العمل وزيادة دخل الفرد والأسرة مع مراعاة ابتكار وتجديد وسائل التنفيذ وطرق التمويل، كما تنبع أهمية هذه الورقة من جهة أنها تمثل دراسة متكاملة لكيفية استغلال الموارد السياحية المتوفرة بالولاية الشمالية باعتبارها موارد متجددة يمكن النظر إليها من خلال قواعد وأسس التنمية المستدامة مما يمكن الأجيال المتتابعة من الاستفادة منها لصالح خلق اقتصاد جديد متكامل من النشاط السياحي الدافع لتنمية المجتمعات المحلية إضافة إلى أهميتها في تزويد المخطط الاقتصادي والتنموي ومتخذ القرار السياسي برؤى وخطط واضحة تمكنهم من تأسيس قاعدة علمية للانطلاق باقتصاد السياحة نحو أفاق المستقبل وإنجاز هذا البحث اقتضى استخدام مناهج بحثية هي المنهج الوصفي، والمنهج التحليلي والمنهج الاستقصائي والاستقرائي. ولتنفيذ ما تم ذكره آنفا فأننا نوصي بتكوين هيئة مشتركة بين القطاعين العام والخاص من السلطات المختصة بالبنيات التحتية والاقتصاد وإدارة السياحة والشركات العاملة في مجال استقبال الوفود السياحية ولجنة ممثلة للمغتربين وذلك للنظر في تنفيذ المخطط المقترح كما نوصي بتجديد وتطوير البنيات التحتية والفوقية والتدريب ووسائل الإعلام والترويج والتسويق، كما نوصي بتحديث التشريعات السياحية لمواكبة المستجدات وضرورة تحديد اولويات المشروعات المعدة للتنفيذ حسب الخطط المرحلية.

This research paper, which is entitled by “Strategic Visions”, it’s about the Development of Tourism in the Northern State of Sudan, it aims to implement strategic thinking, whose characteristics include visualizing solutions to complex issues through visions that can be converted into strategic planning based on phases and gradual implementation. It also aims to get out of the captivity of traditional stereotypical thinking and planning that does not keep pace with the rapid transition in the movement of societies and technology, which is a feature of this era. It also aims to find visions, visualization and tight plans for how to make optimal use of the various tourism resources in the northern state of Sudan through a program that contains a variety of tourism activities in favor of promoting local communities and their economy, and providing job opportunities and increasing The income of the individual and the family, taking into account the innovation and renewal of means of implementation and financing methods. The importance of this paper also stems from the fact that it represents an integrated study of how to exploit the tourism resources available in the Northern State as renewable resources that can be viewed through the rules and foundations of sustainable development, which enables successive generations to benefit from them for the benefit of Creation of a new integrated economy of tourism activity that drives Tunisia The water of local communities, in addition to its importance in providing the economic and development planner and the political decision-maker with clear visions and plans that enable them to establish a scientific base to launch the tourism economy towards future horizons. Above, we recommend the formation of a joint body between the public and private sectors from the authorities concerned with infrastructure, the economy, tourism management, companies operating in the field of receiving tourist delegations, and a committee representing expatriates, in order to consider the implementation of the proposed scheme. We also recommend the renewal and development of infrastructure and training Tourism legislation to keep abreast of developments and the need to prioritize projects intended for implementation according to interim plans.
