|a في ظل ما حققته التكنولوجيا والإنترنت الحديثة من تطور هائل خاصة في ما يتعلق بإفرازاتها التي أصبح القطاع العام والخاص بحاجة ماسة إليها نظير ما تقدمه من وسائل متطورة في القيام بعملية التسيير أصبح لزاما على الأجهزة الإدارية في الدولة توظيف وسائل التكنولوجيا والإنترنت في تنفيذ مختلف المعاملات الإدارية حتى تحقق نوع من النجاعة والجودة في إطار تكريس المساعي الدستورية خاصة فيما يتعلق بالنهوض بالخدمة العمومية وتحسن علاقة الإدارة بالمواطن من خلال تطوير المرافق العامة وبالتالي القضاء على المظاهر السلبية التي تحول دون ذلك كما هو الحال بالنسبة لظاهرة الفساد التي تهتك المنظومة الإدارية بشكل عام وتأثر على حسن سيرها لتصبح الإدارة الإلكترونية الوسيلة الفعالة للقضاء على الفساد بمختلف أنواعه والتوجه نحوى تحقيق الأهداف المنشودة.
|b In view of the tremendous development achieved by modern technology and the Internet, especially with regard to its excretions, which the public and private sectors are in dire need of for the sophisticated means of conducting the management process. The administrative organs of the State are obliged to use the means of technology and the Internet in the implementation of various administrative transactions so as to achieve a kind of efficiency and quality in the framework of the enshrinement of constitutional endeavours, especially with regard to the promotion of the public service and the development of public utilities, thereby eliminating negative manifestations that prevent this, as in the case of the phenomenon of corruption, which has affected public administrations. E- management becomes an effective means fight against corruption and aiming towards achieving the desired goals.
