|a يعد الإبداع الإداري سمة ومهارة ضرورية لكل العاملين بأي مؤسسة، فهو يساعد على التعامل الذكي مع التحديات واتخاذ القرارات الصائبة، واستغلال الفرص المتاحة، وهذا يؤدي بدوره إلى تقدم العمليات الإدارية، وزيادة قدرة الأفراد على الحرية في التفكير، وتعد إستراتيجية المحيط الأزرق أحد الإستراتيجيات الحديثة التي وفرت بدورها أطر عمل تطبيقية تفيد المؤسسات في ابتكار أسواق جديدة خالية من الصراع ذي اللون الأحمر الدموي (لون المنافسة) ومن ثم تكون هذه الاستراتيجية أساسا في تطوير التعليم الجامعي في ظل المنافسة الشديدة بين الجامعات بمختلف أنماطها من خلال ابتكار قيمة أو منتج الذى من شأنه خلق طلب جديد عليه، لذلك يحاول البحث الحالي الإجابة عن التساؤل الرئيسي التالي:. كيف يمكن تفعيل دور إستراتيجية المحيط الأزرق (BOS) في تنمية الإبداع الإداري في جامعة الفيوم؟، ويمكن تحديد أهداف البحث في أنه يسعى في الكشف عن الآليات اللازمة لتطبيق أبعاد إستراتيجية المحيط الأزرق (BOS) كمدخل لتنمية الإبداع الإداري بجامعة الفيوم من وجهه نظر الخبراء، واعتمد البحث على المنهج الوصفي، كما وظف البحث أسلوب دلفي كأحد أساليب الدراسات المستقبلية وذلك لاستطلاع آراء الخبراء بمؤسسات التعليم العالي حول أبعاد الرؤية المستقبلية المقترحة لتنمية الإبداع الإداري بجامعة الفيوم على ضوء إستراتيجية المحيط الأزرق (BOS).
|b Administrative creativity is a characteristic and a necessary skill for all employees in any organization, as it helps to intelligently deal with challenges, make the right decisions, and exploit available opportunities, and this in turn leads to the advancement of administrative processes, and increases the ability of individuals to freedom of thought. Blue is one of the modern strategies that, in turn, provided applied frameworks that benefit institutions in creating new markets free of conflict with the blood red color (the color of competition). A product that would create a new demand for it, so the current research attempts to answer the following main question: How can the role of the blue ocean strategy (BOS) be activated in the development of administrative creativity at Fayoum University The objectives of the research can be determined in that it seeks to reveal the mechanisms necessary to apply the dimensions of the blue ocean strategy (BOS) as an entrance to the development of administrative creativity at Fayoum University from the point of view of experts. The research relied on the descriptive approach, and the research employed the Delphi method as one of the methods of future studies in order to explore the opinions of experts in higher education institutions about the dimensions of the proposed future vision for the development of administrative creativity at Fayoum University in the light of the Blue Ocean Strategy (BOS).
