المستخلص: This article discusses the factors for selecting a private partner in the context of a public-private partnership (PPP). For us, it is a question of determining what role Algerian private economic actors can play in ensuring the construction, management and maintenance of infrastructures as part of a public service mission. To do this, we will rely on the theory of transaction costs to explain the almost systematic use of the public authority in Algeria to a foreign private partner in the award of a contract in the form of a PPP, and the reasons for relegation of the Algerian private economic operator to the role of subcontractor.

Le présent article traite des facteurs de sélection du partenaire privé dans le contexte d’un partenariat Public-Privé (PPP). Il s’agit pour nous de déterminer quels rôles peuvent jouer les acteurs économiques privés algérien pour assurer la réalisation, la gestion et l’entretien des infrastructures dans le cadre d’une mission de service public. Nous allons pour ce faire nous appuyer sur la théorie des coûts de transaction pour expliquer le recours quasi systématique de l’autorité publique en Algérie à un partenaire privé étranger dans l’attribution d’un marché sous la forme d’un PPP, ainsi que les raisons de relégation de l’opérateur économique privé algérien au rôle de sous-traitant.
