المستخلص: يحتل موضوع تمويل تعاون وشراكة الجماعات الترابية في ضوء القوانين التنظيمية المتعلقة بالجماعات الترابية مكانة هامة في تعزيز مسار اللامركزية الترابية ببلادنا، حيث أن تحقيق التنمية الاقتصادية والاجتماعية يبقى رهينا بمدى توفر الجماعات الترابية على موارد مالية كافية لتحقيق مختلف البرامج التنموية المنوطة بها. إلا أن واقع الحال أثبت أن تمويل تعاون وشراكة الجماعات الترابية يبقى محدودا نظرا لقلة الموارد المالية التي تتوفر عليها من جهة ومن جهة أخرى تلجأ مجموعة من الجماعات الترابية إلى قروض مما يعبر عن عجزها عن توفير موارد ذاتية للمساهمة في التنمية، ولتجاوز هذه الوضعية، وجب العمل على إعادة النظر في الإطار القانوني المنظم لتمويل تعاون وشراكة الجماعات الترابية بغية إيجاد موارد مالية كافية وقادرة على تمكين الجماعات الترابية من القيام بمهامها.

The subject of financing the cooperation and partnership of the territorial collectivities in the light of the organic laws related to the territorial collectivities occupies an important place in strengthening the path of territorial decentralization in our country, as the achievement of economic and social development remains dependent on the extent to which the territorial collectivities have sufficient financial resources to achieve the various development programs entrusted to them. However, the reality of the situation proves that the financing of cooperation and partnership of territorial communities remains limited due to the scarcity of financial resources that are available to them on the one hand, and on the other hand, a group of local communities resort to loans, which expresses their inability to provide self-resources to contribute to development. In order to overcome this situation, work must be done to review the legal framework governing the financing of cooperation and partnership of the territorial collectivities in order to find sufficient financial resources capable of enabling the territorial collectivities to carry out their tasks.
