المستخلص: Algerian cities have known various problems: socio-economic, environmental and urban. We are witnessing constructions suffering from pathologies, and consuming non-renewable energy. This is the origin of a reflection establishing the right to a healthy environment, local development and to a better quality of life in the city. For this, a political will tends towards a new urban model which new, sustainable cities as a strategic choice. This paper deals with the case of NC Ben Mustapha Benaouda in Annaba, its history, its urban, social and environmental data and recorded constraints. From a so-called “Forbidden” zone during the dark decade to a city that aspires to be a Sustainable.

Les villes algériennes ont connu des problèmes divers: socio-économiques, environnementaux et urbanistiques. On assiste à un cadre bâti souffrant de pathologies et consommateur d’énergie notamment non renouvelable. D’où émerge une réflexion instaurant le droit d’un environnement sain, un développement local et, une qualité de vie en ville meilleure. Pour ce, une volonté politique tend vers un nouveau modèle urbain qui les Villes Nouvelles, Durables en tant qu’un choix stratégique. Ce papier traite le cas de la NV Ben Mustapha Benaouda à Annaba, son historique, ses données sociales urbanistiques et environnementales ainsi, les contraintes enregistrées. D’une zone dite « interdite » durant la décennie noire à une ville qui aspire être une ville Durable.
