المستخلص: يعد التحول الرقمي اليوم هو تحول لقاعدة من المواطنين لتطوير مهاراتهم، ووضع ثقة في الشباب وابتكاراتهم وإعطاء أهمية للتربية على استعمالات الإنترنيت، لأنه لا يزال هناك تأخر معرفي في البرامج الرقمية، مما يستوجب العمل على الاستعانة بخبرات القطاع الخاص من أجل مواكبة ورش التحول الرقمي لدى المواطن فالحكومة اليوم أعطت أرضية لهذا الورش الرقمي عبر مقاربة مؤسساتية، لكن الإشكال الذي يعتري استمرار هذه الآلية هو كيفية التعامل معها وتنفيذها إذ يستوجب الأمر توفير اعتمادات مالية وبشرية وتكوين مجموعة من الأطر في جميع القطاعات ثم العمل على تكوين جيل صاعد وإدراج مواد تكنولوجية وتوسيع البنية التحتية المعلوماتية وترسيخ الثقافة الرقمية. وهذه الورقة تبحث في مدى توفق الرقمنة في نجاعة وفعالية الخدمات العمومية بعد جائحة كورنا، وتحديد محدوديتها في زمن القرصنة الإلكترونية وإعطاء سبل تجاوزها.

Today, digital transformation is a transformation of the citizen base to develop their skills, put confidence in young people and their innovations, and give importance to education on the uses of the Internet, because there is still illiteracy in digital programs, which requires work on seeking help from the expertise of the private sector in order to keep up with digital transformation workshops for that citizen because the government Today, the platform for this digital workshop has given an example of an institutional approach, but the problem that pervades the continuation of this mechanism is how to deal with it and implement it while providing financial and human funds through training the employees present in the government sectors as judges, such as executives, engineers, technicians..., and then working on training them. A rising generation with the inclusion of technological materials and the expansion of the information infrastructure, which will have a major role in consolidating the digital culture in this field. This article comes through researching the extent to which digitization is compatible with the efficiency and effectiveness of public services after the Corona pandemic, identifying its limitations in the time of electronic piracy and giving ways to overcome it.
