|a تعتبر الهجرة الداخلية من أهم المشاكل التي تواجهها موريتانيا في الوقت الراهن، فمن المعروف أن الهجرة الداخلية كعملية كلية لا تقتصر على مجرد تغيير الإقامة من مكان إلى آخر وإنما هي كذلك تغير في حجم السكان وبنياتهم المختلفة ضمن مناطق المغادرة والوصول، كما أن عواملها ودوافعها المتعددة وانعكاساتها على المناطق المهاجر منها وإليها لن تخرج عن كونها مجرد ترجمة لواقع هذه المدن سواء على مستوى الموطن الأصلي وموطن الاستقبال. ولعل الإشكال الصعب الذي تعشيه مدينة نواكشوط في مجال الهجرة الداخلية هو الاختلال القوي في توزيع السكان داخل الأحياء من جهة وبين الأحياء الرئيسة والثانوية من جهة أخرى، وما يرافق ذلك من تحديات لخطط المدينة وبرامجها التنموية، نظرا لأن حركات السكان داخل حدود المدينة بصفة خاصة ووطنهم بصفة عامة لا تحكمها الضوابط التي تتحكم في نظيراتها على مستوى الهجرات الخارجية، وإنما هي مجرد استجابة حرة لما تمليه ظروف الجاذبية والطرد والمفاضلة بين مختلف المناطق، وفي الوقت نفسه فإن أغلب العلاجات لحضرية التي أعدت لمواجهة هذه الظاهرة في نواكشوط طبعتها الآنية وأحادية القطب وابتعدت كثيرا عن إدراك الوجه الصحيح لما يمكن أن تستدعيه الهجرة المتوازنة من حلول لمشكلات السكان وإعادة توزيعهم عبر المجال وفقا للمقومات والخصائص الطبيعية والبشرية.
