تكمن أهمية هذه الدراسة في موضوع إدارة الجودة الشاملة ودورها في تجويد الأداء في المؤسسات في ظل ظروف متغيرة ومتطورة باستمرار، تقديم الفائدة العلمية والعملية للمؤسسة المبحوثة والمؤسسات المشابهة، تقديم مادة للدارسين والباحثين في مجال تطبيق إدارة الجودة الشاملة على المؤسسات العلمية، قد يستفيد من هذه الدراسة متخذي القرارات في مؤسسات الأعمال الخدمية المختلفة. تتمثل مشكلة الدراسة في الإجابة السؤال الرئيس المتمثل في: ما دور تطبيق إدارة الجودة الشاملة على الأداء المؤسسي في جامعة السودان المفتوحة؟ تحاول الباحثة من خلال هذا البحث الإجابة عن السؤال الرئيس السابق والأسئلة الفرعية: ما مدى تأثير مبدأ التزام الإدارة العليا بتطبيق إدارة الجودة الشاملة على أداء في جامعة السودان المفتوحة؟ كيف يؤثر تطبيق مبدأ التحسين المستمر على أداء جامعة السودان المفتوحة؟ كيف يؤثر تطبيق مبدأ مشاركة الأفراد العاملين على الأداء بجامعه السودان المفتوحة؟ توصلت الدراسة إلى عدد من النتائج كان أهمها: يوجد التزام من الإدارة العليا في جامعة السودان المفتوحة بتطبيق الجودة الشاملة، تهتم الإدارة العليا بنشر المعارف لدعم الالتزام بثقافة الجودة الشاملة في جامعة السودان المفتوحة، تسود في جامعة السودان المفتوحة مجموعة من القيم التي تسهم في الالتزام بالأداء المؤسسي. توصل البحث إلى عدد من التوصيات من أهمها: ضرورة الاهتمام بالمورد البشري والاستثمار فيه، لأنه الأساس في تحقيق الجودة، اعتماد المشاركة في الدورات التطويرية للجودة الشاملة وغيرها من المفاهيم والفلسفات الإدارية الحديثة كشرط من شروط الترقية للعاملين بجامعة السودان المفتوحة، توأمة جامعة السودان المفتوحة مع مؤسسات لها باع طويل في تطبيق معايير الجودة والاستفادة من خبراتها المتراكمة في هذا المجال داخلياً وخارجياً.
The importance of this study lies in the subject of comprehensive quality management and its role in improving performance in institutions under constantly changing and evolving circumstances, providing scientific and practical benefit to the researched institution and similar institutions, providing material to scholars and researchers in the field of applying comprehensive quality management to scientific institutions, may benefit decision makers in different service institutions. The problem with the study is the following main question: What is the role of applying comprehensive quality management to institutional performance at the Open University of Sudan Through this research, the researcher tries to answer the previous president's question and the following sub-questions: How does the principle of senior management's commitment to applying comprehensive quality management affect performance at the Sudan Open University How does the application of the principle of continuous improvement affect the performance of the Open University of Sudan How the application of the principle of participation of working individuals affects the performance of the Sudan Open University. This study follows the descriptive analytical approach. The research reached a number of results, the most important of which was: there is a commitment from senior management at the Open University of Sudan to apply comprehensive quality, senior management is interested in spreading knowledge to support commitment to the overall quality culture at the Open University of Sudan, prevailing at the Open University of Sudan a set of values that contribute to commitment to institutional performance. The research reached a number of recommendations, the most important of which were: the need to take care of the human resource and invest in it, because it is the basis for achieving quality, adopting participation in development courses for comprehensive quality and other concepts and modern management philosophies as a condition of promotion for employees of the Open University of Sudan, twinning the Open University of Sudan with institutions that have a long history in applying quality standards and benefiting from their accumulated experience in this field internally and externally.
