المستخلص: تهدف الدراسة الراهنة إلى التعرف على قضية انتشار الأخبار الزائفة عبر منصات التواصل الاجتماعي في ضوء التشريعات الإعلامية، وتسليط الضوء على أهداف الأخبار الزائفة ومعرفة نسبة وعى الصحفيين بالمبادئ القانونية ومواثيق الشرف الإعلامية، كما هدفت الدراسة التعرف على دور مجلسي النواب والأعلى لتنظيم الإعلام في دحض الأخبار الزائفة واستراتيجيات مواجهتها، لذلك تأتى إشكالية هذه الدراسة برصد قضية انتشار الأخبار الزائفة عبر مواقع التواصل الاجتماعي في ضوء مبادى نظرية المسئولية الاجتماعية ومن قبل مسئولي ومشرعي وممارسي الإعلام في مصر، فقامت الباحثة بإجراء دراسة ميدانية باستخدام المقابلات المتعمقة مع مجموعي من مشرعي الإعلام بلجنة الإعلام بمجلس النواب المصري، ومجموعة من أعضاء المجلس الأعلى لتنظيم الإعلام ونواب ومديري التحرير بجريدتي (الوطن- الأهرام). وأظهرت نتائج الدراسة الميدانية أن مواقع التواصل الاجتماعي مجالا خصبا لانتشار الأخبار الزائفة ويرجع لك لطبيعة تلك المنصات وما تتيحه من سرعة وفورية للمستخدمين، وأن التشريعات الموجودة لا تتناسب مع المنصات الجديدة ولابد من إعادة حوكمة وضبط المواقع التواصل الاجتماعي، وأن يكون هناك دور رقابي والمقصود به ملاحقة المنصات الغير مرخصة ومحاسبة الأخطاء، وأن تكون هناك تشريعات منظمة لعمل المواقع الاجتماعية ولردع هذه النوعية من الأخبار لأبد أن تسن تشريعات جديدة تتلائم مع طبيعة تلك المنصات وجمهور هذه المنصات أيضا.

The current study aims to identify the issue of the spread of fake news through social media platforms in the light of media legislation, and to spot the light on the aims of fake news and to know the percentage of awareness of journalists of legal principles and media codes of honor, the study also aimed to identify the role of the House of Representatives and the Supreme Council for Media Regulation in refuting false news and the strategies to confront it, so the problem of this study comes by monitoring the issue of the spread of false news through social networking sites in light of the principles of social responsibility theory and by officials and media legislators and practitioners in Egypt, the researcher conducted a field study using in-depth interviews with a group of media legislators in the Media Committee of the Egyptian House of Representatives, and a group of members of the Supreme Council for Media Regulation, and deputies and editorial directors of newspapers (Al-Watan and Al-Ahram).The results of the field study showed that social networking sites are a fertile field for the spread of false news due to the nature of those platforms and the speed and immediacy they provide for the users, and that the existing legislation is not suitable for the new platforms and social networking sites must be re-governed and controlled, and there should be a supervisory role meant to pursue unlicensed platforms and hold errors accountable, and there should be legislation regulating the work of social sites and to deter this type of news, new legislation that suits the nature of Those platforms and the audience of these platforms as well must be set.
