تهدف هذه الورقة البحثية إلى فهم تأثير رقمنة دعم اتخاذ القرار على برامج التحول الرقمي في خدمات وأعمال الحج، والتحديات والانعكاسات الاستراتيجية والتغييرات التنظيمية المطلوبة لإدارة برامج التحول الرقمي في القطاعات المشاركة؛ من أجل تمكين بناء المخازن الرقمية الموحدة لأعمال الحج، مع الأدوات التحليلية المتقدمة نحو دعم عمليات اتخاذ القرار على جميع المستويات التشغيلية والإدارية والتنظيمية والاستراتيجية. تبنت هذه الدراسة المنهج الوصفي الاستقرائي لتحليل البيانات النصية، واعتمدت على الوثائق والتقارير المنشورة على شبكة الإنترنت، التي تم جمعها من مصادر مختلفة وذات علاقة بالتحول الرقمي في المملكة العربية السعودية، وقد تمت مراجعة هذه المنشورات والوثائق وتحليلهما وفقا لأهداف الدراسة، بغرض فهم التحديات الحالية في تطوير برامج التحول الرقمي للقطاعات المشاركة بالحج، وبصورة تخدم منظومة صناعة القرار في أعمال اللجان المركزية العليا، وصياغة الحلول المختلفة في بناء استراتيجية وطنية للتحول الرقمي، لخدمة صناع القرار في أعمال اللجان العليا المركزية للحج؛ بأمل أن تكون هذه الحلول في هذه الورقة مثمرة ومفيدة للمسؤولين عن قطاع أعمال الحج في المملكة العربية السعودية. In modern enterprises, operational efficiency of the services has always been the primary driver of digital transformation. However, the idea that quick, accurate information systems can help decision-making has increased the participation of executives in the adoption of digital transformation in firms. In order to increase the efficiency, effectiveness, flexibility, and transparency of their services and competencies, for instance, modern organizations are quickly evolving into holding organizations. To do this, it is necessary to manage the integration between these units and businesses in a way that makes it easier to make decisions and exercise control over these tasks and businesses. The idea of mega project management has also gained popularity in these organizations' projects, where a number of businesses and institutions collaborate on building and developing projects. As a result, project management for these organizations' projects has become complicated and necessitates a stringent monitoring and control system to support sound decision-making. The Hajj season is a current example of this organizational scene, where a group of government and private sectors are honored to provide various tasks, services, and duties to serve the pilgrims during the Hajj season in accordance with the functions and works of each sector in the Hajj work system. The central Hajj committees oversee interactions between these sectors in order to maintain administrative, organizational, and operational flexibility for each sector, while also being aware of the order in which pilgrim services must be prioritized, and preventing effort duplication and operational waste between these sectors. To carry out the tasks connected to monitoring, controlling, and decision-making, the central Hajj committees rely on the wealth, accuracy, and dependability of the information provided to them by the many sectors participating in the Hajj business system. As a result, all sectors involved in the Hajj activities would be under more pressure to manage their data, increase the adaptability, robustness, and security of their practices, and integrate their internal systems with those of other sectors. This would enable the central Hajj committees to build a sizable information center to support monitoring, control, and decision-making procedures. In order to enable the construction of unified digital repositories for Hajj works with cutting-edge analytical tools to support decision-making processes on all levels such operational, administrative, organizational, and financial levels, this paper aims to understand the impact of decision-making support systems on digital transformation in Hajj services, the challenges in this regard, the strategic implications, and organizational changes required to manage digital transformation programs in the participating sectors. In order to examine textual material, this study used a descriptive and inductive method that relied on documents and reports that were posted online and gathered from numerous sources about the digital transformation occurring in the Kingdom of Saudi Arabia. These reports and documents have been read and analyzed in accordance with the study's objectives in order to comprehend the difficulties in creating digital transformation for the Hajj-participating sectors and to formulate various solutions in order to build a national strategy for digital transformation in a way that supports the decision-making in the Hajj system; hoping that those in charge of the Hajj business sector in the Kingdom of Saudi Arabia would find the proposals in this article profitable and useful. |
