المستخلص: بعد الاهتمام الدولي الكبير بحقوق الأطفال، وصدور اتفاقية دولية لهذا الغرض، قبل ذلك تأسست منظمات دولية مختصة الحماية حقوقهم في مجالات شتى، ومنها منظمتا اليونسكو واليونيسف اللتان كان لهما أثر كبير في رعاية حقوق الأطفال في العالم ولاسيما المتعلقة بالتربية والتعليم، إذ تولي جل اهتمامها من أجل أن ينال جميع الأطفال تحديدا حقهم في التعليم من دون استثناء، بالتعاون مع الدول في سبيل تحقيق هذا الهدف، وعلى الدول أن تترجم التزاماتها المترتبة عليها في صورة تشريعات وطنية، وأن تعامل الحق في التعليم على أنه حق أساسي واستراتيجي، في الوقت الذي تقوم فيه تلك المنظمات بأثر مهم في حماية حقوق الطفل، إلا أنها تعاني من عدم وجود آليات قانونية تساعدها في مراقبة تنفيذ الدول لالتزاماتها المترتبة عليها بموجب الاتفاقيات الدولية، الأمر الذي يستدعي دعمها من الأمم المتحدة لتحقيق أهدافها الرامية إلى حماية حقوق الأطفال في كافة الظروف؛ وتبرز أهميتها بما تقوم به من عمل في مساعدة الدول في الاهتمام بحقوق الأطفال مستندة في ذلك لرعاية الأمم المتحدة، وتأتي أهمية ذلك إلى أن نشأتها كانت بعد تعرض الأطفال لانتهاكات عديدة توضحت في النزاعات المسلحة ولا سيما ما حدث لهم في الحرب العالمية الثانية، لذا شكلت تقارير منظمة اليونيسيف وتوصيات منظمة اليونسكو في هذا الموضوع أهمية كبيرة في مجال وضع المعايير الدولية المترتبة على الدول لحمايتهم، تتفق منظمة اليونيسيف ومنظمة اليونسكو في الهدف العام في حماية حقوق الطفل وفق برامج ووسائل قانونية، إلا أن منظمة اليونيسيف تتفوق في مجال البرامج والزيارات الميدانية؛ لأنها تعمل في غالبية الدول وتساهم بصورة كبيرة في ضمان توفير الحقوق والخدمات التي تتضمنها المواثيق الدولية، تتفق منظمة اليونيسيف ومنظمة اليونسكو في الهدف العام في حماية حقوق الطفل وفق برامج ووسائل قانونية، إلا أن اليونيسيف تتفوق في مجال البرامج والزيارات الميدانية؛ لأنها تعمل في غالبية الدول وتساهم بصورة كبيرة في ضمان توفير الحقوق والخدمات التي تتضمنها المواثيق الدولية.

Children have been subjected to numerous violations that have become evident in armed conflicts, especially what happened to them in the Second World War. Therefore, UNICEF reports and UNESCO recommendations in this regard have been of great importance in the field of setting international standards imposed on countries to protect them.
